The Ministry of Industry and Trade has just issued Circular 12/2018/TT-BCT detailing the subjects eligible for consideration for issuing Import Licenses under tariff rate quotas.
To be specific:
- For raw tobacco: Traders must possess a cigarette manufacturing license issued by the Ministry of Industry and Trade and demonstrate a need to use imported raw tobacco for cigarette production.- For salt: Traders must demonstrate a need to use salt for production purposes, as confirmed by a specialized management agency.- For poultry eggs: Traders must demonstrate a need to import poultry eggs.- For refined sugar and raw sugar: Implementation follows the annual guidelines of the Ministry of Industry and Trade, based on consultations with the Ministry of Agriculture and Rural Development and the Ministry of Finance.- The Ministry of Industry and Trade determines the timing for the allocation of tariff quotas for the aforementioned items.
Particularly for the items listed below, the Ministry of Industry and Trade will consult with the Ministry of Agriculture and Rural Development and the Ministry of Finance to determine the timing for the allocation of tariff quotas:
- Salt- Poultry eggs- Refined sugar and raw sugar
