Circular 03/2019/TT-BKHDT stipulates the subjects eligible for care and nurturing at social protection facilities and social houses, including:
Subjects of social protection in particularly difficult circumstances include:
- Children in difficult circumstances who cannot take care of themselves and have no one to care for and nurture them in the community;- Elderly people eligible for care and nurturing at social protection facilities and social houses as prescribed by the law on the elderly;- Disabled children, disabled individuals eligible for care and nurturing at social protection facilities and social houses as prescribed by the law on persons with disabilities.
Subjects requiring urgent protection include:
- Victims of domestic violence, victims of sexual abuse, victims of trafficking, victims of forced labor;- Children and wanderers begging for alms while awaiting repatriation to their place of residence;- Other subjects requiring urgent protection as decided by the President of the Provincial People's Committee.
Subjects voluntarily living at social protection facilities and social houses include:
- Elderly people under a care entrustment contract;- Individuals not falling under the above categories who cannot live in their family environment and wish to reside at social protection facilities and social houses.
