Veterans are citizens of the Socialist Republic of Vietnam who have participated in armed units fighting against foreign invaders to liberate the nation, undertaken international duties, and contributed to the construction and protection of the Fatherland, and have subsequently retired, transferred to other sectors, returned to civilian status, or been discharged from military service.
According to the Ordinance on Veterans of the Veterans Association of Vietnam 2005, veterans include:
- Officers and soldiers who participated in armed units organized by the Communist Party of Vietnam before the August Revolution in 1945;- Officers and soldiers of the Vietnam People's Army including main force troops, local troops, border guards, commandos who participated in resistance wars against foreign invaders to protect the Fatherland and performed international duties;- Officers, soldiers, militias, self-defense forces, guerrillas, and armed operation team members in temporarily occupied enemy areas who participated in fighting against foreign invaders to protect the Fatherland;- Defense workers who participated in combat and served in combat against foreign invaders to protect the Fatherland;- Officers and soldiers of the Vietnam People's Army, militias, and self-defense forces who participated in combat, directly served in combat, officers, and professional soldiers who have completed their duties during the period of construction and defense of the Fatherland.
The State and the people honor, acknowledge, and highly appreciate the great sacrifices and contributions of Veterans in the resistance wars against foreign invaders for national liberation, performing international duties, and in the construction and defense of the Fatherland.
The Ordinance on Veterans of the Veterans Association of Vietnam 2005 stipulates that the Veterans Association of Vietnam is a political - social organization within the political system led by the Communist Party of Vietnam, representing the will and aspirations of Veterans, is a political base of the people's government, and a member of the Vietnam Fatherland Front.
