Circular 25/2020/TT-BQP stipulates the subjects and basis for developing national standards in the field of military and defense (TCVN/QS) as follows:

Subjects for the development of TCVN/QS include:

- Weapons and equipment, products, defense goods; defense works;- Terminology in the fields and specializations within the Army;- Methods of measurement, inspection, testing, sampling;- Specific areas and processes in military and defense activities.

Basis for developing TCVN/QS includes:

- International standards, regional standards, foreign standards;- Standards, technical documents of the manufacturer, or the tactical and technical features of imported purchased weapons and equipment, products, defense goods, and defense works approved by the Minister of Defense and the Chief of the General Staff;- Technical design dossiers of defense products approved according to the regulations of the Ministry of Defense;- Results of scientific and technological research, technical advancements;- Results of evaluation, testing, inspection, and verification.

Acceptance of international standards, regional standards, and foreign standards into TCVN/QS is aligned with the above subjects and meets the requirements per Article 4 of this Circular.

Additionally, Circular 25/2020/TT-BQP stipulates the responsibilities of the Department of Standards, Metrology, and Quality to:

- Notify relevant agencies and units in writing about the issuance and abolishment of TCVN/QS, QCVN/BQP and publish them in military and defense journals;- Print and transfer TCVN/QS, QCVN/BQP as requested by agencies and units within the entire army;- Lead, and cooperate with relevant agencies and units to disseminate, guide the application of TCVN/QS, QCVN/BQP, and other related standards;- Periodically every 3 years publish a catalog of TCVN/QS, QCVN/BQP.
