On February 23, 2018, the Government of Vietnam issued Decree 21/2018/ND-CP stipulating the provisions on the protection and transportation of special goods for the state.
To be specific: the entities responsible for protecting and transporting special goods include armed forces, agencies, organizations, and individuals. As follows,
Armed forces responsible for protecting and transporting special goods include:
- Police units under the Ministry of Public Security are responsible for armed protection of special goods transportation trips as required by central managing agencies of special goods;- Police units under the provincial and municipal public security directly under the central government are responsible for armed protection of special goods transportation trips as required by provincial and municipal managing agencies of special goods.
Agencies, organizations, and individuals coordinated to protect and transport special goods upon request include:
- Other professional forces under the People's Public Security;- Militia and self-defense forces in the areas along the transportation route;- Agencies directly managing and preserving special goods;- Vehicle operators and staff members serving on the transportation vehicles.
Agencies, organizations, and individuals supporting the protection and transportation of special goods upon request include:
- Law enforcement forces along the special goods transportation route, including traffic inspectors, border guards, customs, tax authorities, coast guards, air defense - air force units, and other forces with law enforcement functions at checkpoints and mobile patrol units along the transportation route;- Agencies, organizations, and individuals performing tasks at ports, piers, ferries, stations, or stopping points where special goods transportation vehicles pass through or stop.
According to Decree 21, the transportation of special goods must ensure the following principles:
- Comply with legal regulations; absolutely ensure the safety of special goods; protect the interests of the State, and the lawful rights and interests of agencies, organizations, and individuals.- Absolutely ensure the confidentiality of the plan, transportation process, and related information and documents in accordance with the law on protecting State secrets.- Proactively prevent, detect, promptly stop and handle any acts of infringing on special goods or hindering the transportation process.- Ensure close coordination between the People's Police forces performing the task of armed protection of special goods transportation with managing agencies of special goods and related agencies, organizations, and individuals.- Link the work of protecting special goods transportation with ensuring national security and maintaining public order and safety on transportation routes.
