Students of reformatory schools in Vietnam receive periodic health check-ups every 6 months

Recently, the Government of Vietnam has issued Decree 133/2020/ND-CP detailing the implementation of several provisions of the Law on Execution of Criminal Judgments.

Article 29 of Decree 133/2020/ND-CP stipulates that when students enter reformatory schools, the school's medical unit organizes health check-ups and creates health monitoring records for them. During the period that students comply with judicial education measures at reformatory schools, the reformatory schools, based on the specific situation of the unit, organize comprehensive health check-ups for students at least once every 6 months, specifically: Measuring height, weight, average chest circumference, checking parameters such as heart rate, blood pressure, body temperature, and conducting comprehensive clinical examinations in various specializations. The cost of periodic health check-ups for students is covered according to the price framework stipulated by the Ministry of Health. Reformatory schools regularly implement measures for disease prevention and control, implement drug addiction treatment methods, prevent infection, and treat HIV/AIDS and other infectious diseases for students. Health check-ups for students are based on the conditions, the time of compliance with the decision to enter the reformatory school, the specific situation of each reformatory school, and the results are recorded in the files to manage and monitor the health of the students. The cost of common medication for students is equivalent to 4 kilograms of rice per student per month.

In case students become seriously ill beyond the treatment capacity of the school's infirmary, they will be transferred to district or provincial medical facilities where the reformatory school is located for treatment. Within 7 days from the date the student is transferred to a higher-level facility for treatment, the reformatory school principal must report to the Director of the Police Department for the management of prisons, compulsory educational institutions, reformatory schools, and notify the parents or legal guardians of the student, and cooperate with the school in maintaining care and treatment. The diet, medication, and nourishment for the students are prescribed by the medical facility.

Especially, during the period of treatment at specialized medical facilities, if the student completes the judicial education measure at the reformatory school, the reformatory school principal must issue a certificate of completion of the judicial education measure at the reformatory school. State medical facilities have the responsibility to cooperate with reformatory schools in the area to organize medical examinations and treatment for students; to build or arrange separate rooms for medical examination and treatment for students, and to arrange a suitable management officer's duty room according to the conditions of the medical facility.

Note: The above medical examination costs are funded by the state budget, except in cases where the relatives or legal representatives of the students voluntarily pay the treatment costs.
