Structure of the National Postal Code

Circular 07/2017/TT-BTTTT was issued by the Ministry of Information and Communications on June 23, 2017, specifying detailed regulations on the structure of the national postal code.

Circular 07 stipulates that the national postal code consists of a set of 05 (five) numerical characters. To be specific:

- The first two (02) characters identify the province or centrally-governed city.- The first three (03) or four (04) characters identify the district, town, and equivalent administrative unit.- All five (05) characters identify the object assigned with the national postal code.

Additionally, Circular 07 also guides the implementation of amendments and supplements to the national postal code as follows:

- In case of the establishment or division of a new administrative unit, the new unit is assigned a code from the reserve source and must comply with the stipulated principles.- In case of the merger of administrative units, the unit after the merger uses the code of the merged units.- Unused national postal codes are placed in the reserve source.
