This is a notable content in Regulation 205-QD/TW on control of power in personnel work and prevention of power hoarding and position trading, issued by the Politburo on September 23, 2019.

To be specific, according to the guidance content in this Regulation, cadres, party members, officials, and public employees who engage in acts of manipulating positions, manipulating power, or covering up for or abetting such manipulation, will be disciplined according to current regulations. Additionally, if it is a cadre currently holding a position, depending on the form of discipline, the following measures may also be applied:
- If reprimanded, they will be removed from the cadre planning (if currently in the planning). Only after a minimum period of 18 months from the date of removal from planning can they be considered for cadre planning again. They will not be assigned advisory or professional duties related to organization, personnel, inspection, and audit.
- If warned, they will be considered for removal from the party committee and the current position. They will be removed from the cadre planning (if currently in the planning). Only after a minimum period of 30 months from the date of the decision to relinquish the party committee and position can they be considered for cadre planning again. They will not be assigned advisory or professional duties related to organization, personnel, inspection, and audit.
- If dismissed, they will be removed from the cadre planning (if currently in the planning). Only after a minimum period of 60 months from the date of removal from planning can they be considered for cadre planning again. They will not be assigned advisory or professional duties related to organization, personnel, inspection, and audit.
- If expelled from the Communist Party, they will be considered for termination of employment or the termination of the labor contract.
For acts of manipulating positions, manipulating power, covering up for, or abetting such manipulation involving bribery or other violations that warrant criminal prosecution, the case files must be transferred to the competent authorities for review and handling according to legal regulations; it is strictly forbidden to retain the files for administrative handling.
