Recently, the Ministry of Education and Training of Vietnam has requested the strengthening of propaganda and legal education to ensure traffic safety during the summer holiday and the 2024 National High School Graduation Examination.

On May 29, 2024, the Ministry of Education and Training of Vietnam issued Official Dispatch 2519/BGDDT-GDCTHSSV on strengthening the propaganda and legal education on ensuring traffic safety during summer vacation and the 2024 national high school graduation examination.

Implementing Notification of Conclusions 154/TB-UBATGTQG dated May 3, 2024 by the Minister of Transport Nguyen Van Thang - Permanent Vice Chairman of the National Traffic Safety Committee at the Conference on Review of Traffic Safety Assurance in the First Quarter and Deployment of Key Tasks for the Second Quarter of 2024; strengthening the propaganda and legal education on ensuring traffic safety for students during summer vacation and the 2024 national high school graduation examination, the Ministry of Education and Training (MOET) requests the Departments of Education and Training; universities, academies, colleges of education (collectively referred to as units) to implement the following tasks:

- Continue to thoroughly grasp and effectively implement Resolution 48/NQ-CP dated April 5, 2022 by the Government of Vietnam on enhancing the assurance of traffic safety and preventing traffic jams for the period 2022 - 2025; Directive 02/CT-TTg dated January 26, 2024 by the Prime Minister of Vietnam on strengthening cooperation between schools, families, and society in preventing school violence, crime, and social evils among students; Directive 31/CT-TTg dated December 21, 2023 by the Prime Minister of Vietnam on strengthening traffic safety assurance for students in the new situation.

- Effectively utilize online communication systems and applications, messaging systems, and email to intensify the propaganda and legal education on road, railway, and inland waterway traffic safety for students. Ensure that educational administrators, teachers, and students strictly comply with the laws on traffic safety, such as “No drinking and driving,” “No phone use while driving,” “Wear a standard helmet when riding a motorcycle, motorbike, or electric bicycle,” “Fasten seat belts when sitting in a car,” and “Wear life jackets when using waterway transport.”

- For the Departments of Education and Training: Proactively coordinate closely with functional agencies and local mass organizations to direct and guide local schools in enhancing traffic safety during summer vacation and the national high school graduation examination. Develop specific plans to ensure traffic safety in areas organizing the national high school graduation exam; direct the principals of local schools to strictly implement coordination between schools and parents in educating and strictly managing students during summer vacation; absolutely do not allow students to operate motorcycles or motorbikes without a driver's license or if they are not eligible to participate in traffic.

- For universities, academies, universities of education: Closely coordinate with traffic safety committees and relevant local agencies to implement measures to ensure traffic safety and prevent traffic jams in areas organizing the national high school graduation exam; actively contact passenger transport companies to organize ticket sales for students at schools or dormitories during summer vacation; pay attention to and direct the school’s volunteer and active students to participate in traffic guidance support during peak periods.
