On August 8, 2024, the Prime Minister issued Official Telegram 77/CD-TTg on strengthening state management concerning offerings and sponsorships at historical and cultural sites nationwide.

Strengthening the management of offerings, sponsorships at historical - cultural sites in Vietnam

To further enhance the effectiveness and efficiency of state management concerning offerings and sponsorships at historical and cultural sites nationwide, and to better implement the tasks of building, preserving, rejuvenating, and developing the nation's culture as stated at the National Culture Conference on November 24, 2021, the Prime Minister of the Government of Vietnam requests:

(1) Chairmen of the People's Committees of provinces and centrally-affiliated cities in Vietnam to:

- Study the report contents and recommendations of the Ministry of Finance regarding the comprehensive inspection results on the management of offerings and sponsorships at historical and cultural sites nationwide for the year 2023 at document number 174/BC-BTC dated June 26, 2024. Based on assigned functions, tasks, and authority, proactively implement appropriate, prompt, and effective tasks and solutions according to regulations to strengthen the management of offerings and sponsorships at historical and cultural sites. Review local documents and regulations related to financial revenue and expenditure management for festival organization and offerings, sponsorships for sites and festival activities to issue new Decisions or to amend, supplement appropriately according to regulations of the Ministry of Finance. Direct the relevant organizations and individuals to publicly and transparently disclose the revenue and expenditure of offerings and sponsorships for sites and festival activities, and promptly provide information when requested by authorized functional agencies according to legal regulations.

- Enhance dissemination efforts, create social consensus, mobilize participation, agreement, and support from all strata of the population. Develop periodic inspection plans and strengthen inspections and supervision to ensure that offerings and sponsorships for sites and festival activities are used strictly, publicly, transparently, effectively, and purposefully. Promptly detect, rectify, and strictly handle violating organizations and individuals according to legal regulations. Absolutely prevent wastefulness, negativity, corruption, and exploitation of religious and faith activities for personal gain. Contribute to preserving and promoting the nation's fine traditional culture, and actively contribute to the conservation, restoration, and embellishment of sites, organization of festivals, promoting the value of Vietnam's cultural heritage.

(2) Ministers of the Ministries of: Culture, Sports and Tourism, Finance, according to their assigned functions, tasks, and authority, to be responsible for guiding the People's Committees of localities, agencies, and related units in the management of offerings, sponsorships at historical and cultural sites according to regulations.

(3) The Minister of Culture, Sports, and Tourism of Vietnam to preside over and cooperate with the Minister of Finance, other relevant Ministries, agencies, and localities to research and propose supplements to regulations on the responsibility of local authorities at all levels in managing offerings and sponsorships at historical and cultural sites, and on strict handling measures for arising violations in Quarter IV of 2024.
