Recently, the Ministry of Transport issued an official document requiring the strengthening of the implementation of traffic safety measures for vehicles transporting students.

On June 26, 2024, the Ministry of Transport issued Official Document 6022/BGTVT-VT regarding the strengthening of the implementation of traffic safety measures for vehicles transporting students.
Accordingly, to ensure the safety of students in transportation activities to and from school, the Ministry of Transport requests the People's Committees of provinces and centrally-administered cities to urgently direct relevant agencies and units in their localities to promptly implement the following measures:
The Department of Transport should coordinate with the Department of Education and Training to direct a review of schools that use contracted vehicles to transport students; require transportation businesses to comply strictly with regulations on transport business and conditions, particularly the provisions at point a, clause 2, Article 11 of the Decree 10/2020/ND-CP by the Government, and point b, clause 6, Article 4 of Circular 12/2020/TT-BGTVT by the Ministry of Transport (including a control plan to ensure no passengers remain on the vehicle, and that the driver must check the passenger cabin after the trip or work shift ends to ensure no passengers are left behind).
The Department of Education and Training should take the lead and coordinate with the functional forces of the Transport sector and local authorities to regularly inspect educational establishments and schools that use vehicles to transport students. All educational institutions (from preschool to high school) that use vehicles to transport students must implement the procedure of checking the number of students when boarding and leaving the vehicle; cooperate with parent associations to work with transport businesses, ensuring full compliance with safety regulations for vehicles and drivers, and absolutely not contracting student transportation with businesses that do not meet transport business conditions. Contracts between educational institutions and transport businesses must clearly specify the requirements and responsibilities of related organizations and individuals for traffic safety and health protection for students on the vehicle and when boarding or leaving the vehicle; the vehicle must have a person responsible for managing, checking the student list, maintaining order, cleanliness, and guiding and reminding students of safety rules on the vehicle and when boarding or leaving it.
Direct functional forces to increase patrols, control, detect, and strictly handle violations of transport regulations, especially focusing on checking and handling violations by vehicles transporting students.
Departments and sectors should continue to decisively implement measures aimed at strengthening order and traffic safety as directed by the Prime Minister in Directive 10/CT-TTg dated April 19, 2023, on strengthening traffic order and safety in the new situation, and Directive 31/CT-TTg dated December 21, 2023, on strengthening traffic order and safety for students in the new situation.

The Road Administration of Vietnam is assigned to: Intensify supervision of the Departments of Transport in implementing legal regulations on the management and transport business conditions at the local level, especially for vehicles transporting students, students, and workers; effectively utilize information from journey monitoring devices and cameras installed on vehicles.
