In accordance with Directive 19/CT-TTg dated June 24, 2024, on enhancing fire prevention and firefighting for multi-storey houses, multi-apartment units, and standalone houses combined with business and production activities, the People's Committee (UBND) of Hanoi has issued a plan to implement the following key solutions and tasks:
(1) Continue to seriously, effectively carry out the Directives, Conclusions of the Party Central Committee's Secretariat, Resolutions of the National Assembly, the Government of Vietnam, Decisions, Directives, Official Telegrams, Conclusions of the Prime Minister of the Government of Vietnam, the Ministry of Public Security, and the directives of the Municipal Party Committee, the Municipal People's Council, and the Municipal People's Committee regarding fire prevention, firefighting, and rescue work; especially specific tasks and solutions to strengthen fire prevention, firefighting for multi-storey houses, multi-apartment units, standalone houses combined with business and production activities.
(2) Integrate the implementation of fire prevention, firefighting, and rescue work with Directive 24-CT/TU dated August 07, 2023, from the Standing Committee of the Hanoi Party Committee on enhancing discipline, order, and accountability in the political system of the city. Specifically: Party committees and local authorities, especially those of local levels, must join and accompany the police force in leading and directing fire prevention, firefighting, and rescue work in their managed areas; strengthen inspection and handling (even considering criminal responsibility) for the heads of party committees and local governments that allow violations or lax management on fire prevention, firefighting, and rescue work.
(3) Focus on reviewing and proposing amendments, supplements to perfect the legal document system on fire prevention and firefighting for multi-storey houses, multi-apartment units, standalone houses combined with business and production activities (including rental homes); in the immediate future, advise competent authorities to remove inconsistent regulations that no longer match the reality, hindering fire prevention and firefighting efforts, as well as remedy loopholes and shortcomings in state management regulations for this housing type. Continue to build and implement systematically the fire prevention and firefighting infrastructure planning in line with the Hanoi Planning period 2021 - 2030, with a vision to 2050, and the General Adjustment Planning project of Hanoi to 2045, with a vision to 2065. Develop a network of transportation, water supply, and communication to meet the demands of fire fighting and rescue work.
(4) Continue to enhance propaganda, dissemination, and education of fire prevention and firefighting laws for citizens to raise their awareness and responsibility in participating in fire prevention, firefighting, and rescue work. Integrate the movement of all people participating in fire prevention and firefighting with the movement of building civilized residential areas and families; replicate advanced examples, promptly reward organizations and individuals with achievements in fire prevention, firefighting, and rescue work.
(5) Strengthen inspection, supervision, detection, and have measures to promptly address loopholes, shortcomings in fire prevention, firefighting, and rescue work to thoroughly prevent and stop conditions leading to fires, explosions in multi-storey houses, multi-apartment units, standalone houses combined with business and production activities.
