Duties and Powers in Strategy, Program, Planning, Scheme of the Vietnam Academy of Science and Technology are as follows:

1. Submit to the Government of Vietnam, Prime Minister of the Government of Vietnam on strategies, development planning, long-term, five-year and annual programs, plans, projects, and important proposals of the Vietnam Academy of Science and Technology and organize implementation after approval;

2. Participate in the appraisal of technological levels, review economic-technical feasibility studies of key and important projects of the State and localities as assigned by competent state agencies;

3. Decide on investment projects under the jurisdiction of the Vietnam Academy of Science and Technology as prescribed by law.
