Recently, the Government of Vietnam has unanimously issued Decree 74/2015/ND-CP stipulating regulations on civil air defense.
Specifically, in Article 7 of Decree 74/2015/ND-CP, it is stipulated that the People's Air Defense Steering Committee is established at four levels, including:

- Central level;- Military zone level;- Province level, centrally run cities (collectively referred to as province level);- District level, district-level towns, province-administered cities (collectively referred to as district level) in key areas for people's air defense.
Among the People's Air Defense Central Steering Committee are:
- Head of the Steering Committee, held by a Deputy Prime Minister of the Government of Vietnam;- Deputy Heads:+ The Standing Deputy Head is the Minister of National Defense;+ Another Deputy Head is a Deputy Chief of the General Staff of the People's Army of Vietnam and the Commander of the Air Defense-Air Force, the Head of Air Defense-Air Force of the entire army;- Members of the Steering Committee include a Deputy Minister or equivalent from some central ministries, departments, and agencies, and the Head of the Army Air Defense Department under the Air Defense-Air Force.
The Prime Minister of the Government of Vietnam stipulates the functions, duties, and powers of the People's Air Defense Steering Committees at all levels from central to local. The working regulations of the People's Air Defense Steering Committees at each level are stipulated by the Head of the same level People's Air Defense Steering Committee. The working regulations of the Military Zone, Province, and District level People's Air Defense Steering Committees are based on the working regulations of the Central People's Air Defense Steering Committee.
