On September 29, 2014, the Ministry of Culture, Sports, and Tourism issued Circular 09/2014/TT-BVHTTDL regulating the protection of state secrets in the fields of culture, sports, and tourism in Vietnam.

Circular 09/2014/TT-BVHTTDL stipulates the statistics, storage, and preservation of documents and items bearing state secrets in the sectors of culture, sports, and tourism in Vietnam as follows:
Departments, units under the Ministry of Culture, Sports, and Tourism, and Departments of Culture, Sports, and Tourism must establish a register for secret documents managed by the department or unit in chronological order and by secrecy levels. The register includes current secret documents or those arising during the department's or unit's operations or received from external sources.
Secret documents must be stored and preserved strictly in an absolutely safe location as regulated by the head of the department or unit. Outside of working hours, secret documents must be locked securely in a cabinet or safe.
Depending on the nature of each storage location of secret documents, appropriate protective measures should be applied, adhering to the principles of absolute safety and stringent security regulations; unauthorized individuals should not be allowed access.
Departments, units assigned with the task of storing documents and items bearing state secrets are responsible for managing, preserving, and providing information about these documents and items promptly, truthfully, and conformably.
Confidential documents due for archiving must be submitted to the department's archive to carry out technical and professional preservation measures for proper archival.
Individuals before retirement must hand over documents and items bearing state secrets to their department or unit.
