On December 15, 2023, the Minister of Natural Resources and Environment issued Circular 22/2023/TT-BTNMT regulating the system of statistical indicators and statistical reporting regime for the natural resources and environment sector.
- Statistical reporting regime for the natural resources and environment sector includes: The statistical reporting regime applies to units under the Ministry of Natural Resources and Environment, and the statistical reporting regime applies to the Department of Natural Resources and Environment of provinces and centrally run cities.
- Statistical reporting regime applies to units under the Ministry of Natural Resources and Environment
+ The content of the statistical reporting regime includes: List of report forms, report forms and explanation of report forms specified in Sections I, II and III Part I Appendix II issued together with Circular 22/2023/TT-BTNMT;
+ Reporting unit: Reporting units are units under the Ministry of Natural Resources and Environment that are specifically recorded in the upper right corner of each statistical form;
+ Report receiving unit: The reporting unit is the Department of Planning - Finance, Ministry of Natural Resources and Environment, which is specifically recorded in the upper right corner of each statistical form, below the reporting unit line;
+ Reporting period: A statistical reporting period is a certain period of time that stipulates that the statistical reporting object must express operational results in data according to the statistical criteria in the statistical report form. The reporting period is recorded in the middle of each statistical form (after the report name). The statistical reporting period is calculated according to calendar days, including:
++ 6-month statistical report is calculated from January 1 to June 30.
++ Annual statistical reports are calculated from January 1 to December 31.
++ Particularly for inspection statistical reports, 6-month statistical reports are calculated starting from December 16 of the previous year to June 15 of the reporting year; Annual statistical reports are calculated from December 16 of the previous year to December 15 of the reporting year;
+ Deadline for receiving reports: The date of receiving reports is specifically recorded in the upper left corner of each statistical form;
+ Report sending method: Statistical reports are made on the environmental resources industry statistical information system (http://bctk.monre.gov.vn) and are digitally signed by the Head of the unit implementing the report;
+ Symbols: Symbols include two parts: numbers and letters; The number part records the code of the statistical indicator; The text section BTNMT represents the statistical reporting system applicable to units under the Ministry of Natural Resources and Environment and the reporting period (year: - N, month: - T).
- Statistical reporting regime applies to the Department of Natural Resources and Environment in provinces and centrally run cities.
+ The content of the statistical reporting regime includes: List of report forms and an explanation of report forms specified in Sections I, II and III, Part II, Appendix II issued with Circular 22/2023/TT-BTNMT.
For reporting forms on land area and structure, comply with the provisions of Circular No. 27/2018/TT-BTNMT dated December 14, 2018 of the Minister of Natural Resources and Environment on statistics, land inventory, and mapping of current land use status and amended, supplemented, or replaced documents (if any);
+ Reporting unit: The reporting unit is the Department of Natural Resources and Environment of provinces and centrally run cities, which is specifically recorded in the upper right corner of each statistical form;
+ Report receiving unit: The reporting unit is a unit under the Ministry of Natural Resources and Environment, which is specifically recorded in the upper right corner of each statistical form, below the reporting unit line;

+ Symbols: Symbols include two parts: numbers and letters; The numbers are played continuously from 01, 02, 03,...; The text section of STNMT represents the statistical reporting system applicable to the Department of Natural Resources and Environment of provinces and centrally run cities and the reporting period (year: - N, month: - T).
- Manage, operate, and ensure information security for the statistical information system of the natural resources and environment industry
+ Units under the Ministry of Natural Resources and Environment, Department of Natural Resources and Environment of provinces and centrally run cities carry out statistical reports through the statistical information system of the natural resources and environment sector according to the regulations in Appendix II issued with Circular 22/2023/TT-BTNMT;
+ The Department of Planning and Finance is responsible for managing, guiding, monitoring, and urging reporting units to perform on the statistical information system of the natural resources and environment sector;
+ Department of Digital Transformation and Environmental Resources Data Information is responsible for maintaining, operating, and ensuring information security for the statistical information system of the environmental resources industry.
