The Youth Law of 2005 stipulates the rights and obligations of youths; the responsibilities of the State, family, and society towards youths; and youth organizations.
Article 5 of the Youth Law 2005 stipulates the content of state management on youth work, including:
- Promulgating and organizing the implementation of legal normative documents, strategies, policies, and programs for youth development and youth work;- Training, fostering, and building a team of officials assigned to youth work;- Inspecting, supervising, resolving complaints, denunciations, and handling violations in the implementation of policies and laws on youth and youth work;
- Managing international cooperation activities related to youth work.
In addition, the law also specifies the responsibilities of state management on youth work as follows:
- The Government of Vietnam uniformly manages the state administration of youth work;- Ministries and ministerial-level agencies perform the function of state management on youth work as assigned by the Government of Vietnam;- People's Committees at all levels conduct state management on youth work locally according to the decentralization of the Government of Vietnam.
