State Management of Maritime Route Announcements and Traffic Separation in Vietnam's Territorial Waters

To be specific, under the provisions of Article 4 of Decree 16/2018/ND-CP, the contents of state management regarding the announcement of maritime routes and traffic segregation in the territorial waters of Vietnam include:

1. Development and promulgation of legal normative documents; standards, technical regulations, economic-technical norms related to the announcement of maritime routes and traffic segregation in the territorial waters of Vietnam.

2. International cooperation and participation in international treaties related to the announcement of maritime routes and traffic segregation in the territorial waters of Vietnam.

3. Organization of the establishment and announcement of maritime routes and traffic segregation in the territorial waters of Vietnam.

4. Organization of the implementation of Vietnamese laws and international treaties to which Vietnam is a member, related to the announcement and management of maritime routes and traffic segregation in the territorial waters of Vietnam.

5. Organization of the implementation of marine environmental protection, national defense, and security management; inspection and supervision of activities on maritime routes and traffic segregation in the territorial waters of Vietnam.

6. Inspection, examination, and handling of violations according to legal regulations.

Regarding the responsibility of state management over the announcement of maritime routes and traffic segregation in the territorial waters of Vietnam, the Decree specifies:

- The Government of Vietnam shall uniformly manage the state over the announcement of maritime routes and traffic segregation in the territorial waters of Vietnam to ensure that vessel passage does not cause harm, ensuring maritime safety.

- Ministries and central authorities and the People's Committees of provinces and centrally-run cities, within the scope of their functions, tasks, and powers, are responsible for organizing state management over maritime routes, traffic segregation, and vessel activities in the territorial waters of Vietnam.

- The Vietnam Maritime Administration shall perform specialized state management over the announcement and management of maritime routes and traffic segregation in the territorial waters of Vietnam according to its functions, tasks, and powers assigned.
