The Prime Minister of Vietnam issued Decision 1259/QD-TTg dated October 18, 2022, approving the payroll of civil servants receiving salaries from the state budget of state administrative agencies and organizations in the period of 2022–2026.

According to Decision 1259/QD-TTg, the total payroll of civil servants of state administrative agencies and organizations under ministries, ministerial-level agencies, government-attached agencies, and organizations established by the government and Prime Minister of Vietnam, but not a public non-business unit, or representative agency of Vietnam abroad (excluding the payroll of the Ministry of Public Security and the Ministry of National Defense of Vietnam), the payroll of mass associations assigned by the Party and State at the Central Government in the period of 2022-2026, ensuring that by the end of 2026, there will be 103,300 payrolls, specifically as follows:

- Administrative agencies and organizations under ministries, ministerial-level agencies, government-attached agencies, and organizations established by the government or the Prime Minister that are not public non-business units have 101,546 on staff.

- Vietnam's representative offices abroad have 1,068 staff.

- The payroll of the mass association is assigned by the Party and State at the central level of 686.

Responsibilities of agencies related to state civil servants' payroll 2022–2026 in Vietnam

- The Minister of Home Affairs of Vietnam is responsible for:

+ Include in the total payroll the payroll for each ministry, ministerial-level agency, government-attached agency, or organization established by the government or the Prime Minister of Vietnam that is not a public non-business unit, as well as the payroll for each mass association assigned by the Party and State at the central level.

+ Assign payroll for each mass association assigned by the Party and State to perform tasks at the central level in the total payroll as above.

- Ministers, heads of ministerial-level agencies, agencies attached to the government, organizations established by the government or Prime Minister that are not public non-business units, shall:

+ Create a project to streamline staffing for the years 2022-2026, and then every year until the end of 2026.

+ Determine the staffing of agencies and organizations under its management based on its competence, out of the total number of assigned payrolls in accordance with law, ensuring the completion of assigned tasks; and strictly enforce the staff downsizing policy.

Decision 1259/QD-TTg takes effect from the date of signing and promulgation.
