(Chinhphu.vn) - The Standing Committee of the National Assembly agreed to submit to the National Assembly for discussion, consideration, and decision on the postponement of wage reform according to Resolution 27, implementing an increase in the statutory pay rate, occupational preferential allowances in the healthcare sector, and pensions for individuals who retired before 1995, as well as preferential treatment for those with meritorious services.

On October 11, at the National Assembly House, under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the Standing Committee of the National Assembly gave opinions on the reports of the Government of Vietnam on: the implementation of the socio-economic development plan for 2022, and the socio-economic development plan for 2023.

After listening to the reports and concluding the session, Vice Chairman of the National Assembly Nguyen Duc Hai stated that through discussions, the Standing Committee of the National Assembly fundamentally agreed and highly appreciated the Report of the Government of Vietnam. The verification report by the Economic Committee showed that in 2022, despite difficulties and challenges, Vietnam’s socio-economic status recovered and developed strongly.

GDP in the first nine months of the year increased by 8.83%, with the entire year's projection around 8%, hitting the lower bound of growth expectations with the support of fiscal and monetary policy packages, target programs, and recovery programs, which have been positively evaluated by international organizations regarding growth prospects.

14 out of 15 targets were achieved and surpassed the plan; economic recovery was evenly spread across localities. 44 out of 63 provinces and cities had GRDP growth above 6%. The number of newly established enterprises increased significantly; sectors heavily affected by the pandemic recovered strongly.

Major economic balances were ensured, inflation was controlled, and CPI for the entire year was estimated to increase by around 4%. The state budget revenue exceeded the estimate. The total investment capital mobilization of the entire society was about 34% of GDP. The total import and export turnover continued to maintain a high growth rate.

Moreover, the fields of culture and education have shown many positive changes; people's lives and social security were fundamentally ensured; national defense and security were maintained; the credibility and position of our country in the international arena were enhanced.

Vice Chairman of the National Assembly Nguyen Duc Hai suggested that the report of the Government of Vietnam should clarify further the causes and lessons learned from the achievements, including the leadership role of the Communist Party, the National Assembly, the Government of Vietnam, local authorities, the role of institutional reform, supervision, administrative procedure reform, the dynamism of sectors, localities, people, and enterprises, as well as the support and assistance of the international community.

Implement breakthrough solutions to deal with difficulties and challenges in 2023

Vice Chairman of the National Assembly Nguyen Duc Hai emphasized that alongside the achievements, there are still some limitations and inadequacies such as the inherent problems within the economy being slow to improve like the small scale of the economy, its capacity, autonomy, resilience being not high, enterprises mainly being small and medium-sized, low production technology dependent on imported inputs, and some bottlenecks not being effectively resolved; risks of labor shortage in public medical facilities due to resignation, quitting...

The 2022 state budget revenue estimate is predicted to exceed the forecast. The public debt deficit within the National Assembly’s permitted threshold contributed to socio-economic recovery and development, ensuring social security, and maintaining national defense and security. The Standing Committee of the National Assembly also fundamentally agrees to submit to the National Assembly for deliberation and decision the adjustment rate, targets, tasks of the state budget estimate, the central budget allocation plan, and the public investment plan for 2023 as presented by the Government of Vietnam.

The Standing Committee of the National Assembly also essentially agrees with the proposal for the construction of the financial plan for the 3 years 2023-2025.

The Government of Vietnam is required to closely monitor to ensure practicality and feasibility and to flexibly and effectively manage fiscal policy under the conditions of expanding fiscal policy to support the Recovery Program.

Coordinate synchronously with monetary policy to stabilize the macroeconomy, control inflation, prioritize tasks and solutions to balance resources; increase domestic revenue proportion to achieve the 2021-2025 goals, clarify the causes and responsibility in the implementation of state revenue estimates from equitization and divestment at state-owned enterprises...

Efficiently implement the solutions set out in the state budget estimates report, paying attention to the verification opinions of the Finance and Budget Committee and promptly reporting to the Standing Committee of the National Assembly on some urgent issues.

Continue to allocate capital for the Recovery Program, medium-term public investment capital, decisively reclaim capital plans for slow-moving projects, and transfer to projects capable of disbursement, consolidating the leading role of the central budget.

Accelerate the implementation progress of significant national projects and national target programs. Improve the autonomy mechanism for public service providers. Strengthen discipline, order, thrift, efficiency, prevention, and combat against negativity and corruption in budget management and use.
