This content is stipulated in Circular 03/2017/TT-BTP issued by the Ministry of Justice on April 5, 2017, which specifies the titles, rank codes, and professional standards of the official positions in the Civil Judgment Execution sector.
Accordingly, Circular 01 specifically lists the standards of professional qualifications and expertise that officials in the field of Civil Judgment Execution (THADS) need to meet, including:
- Thoroughly grasp and deeply understand the guidelines and policies of the Communist Party, the laws of the State, directives, and resolutions of higher authorities to apply them to the civil judgment execution work and administrative judgment execution; strategic goals for economic, cultural, and social development.- Thoroughly grasp and understand the knowledge of state administrative management, deeply understand the legal contents of civil judgment execution, and administrative judgment execution; proficiently apply the principles, policies, and procedures related to the professional duties of civil judgment execution.- Thoroughly understand the development trends and situation of the civil judgment execution field domestically and internationally; organize research to serve management and handle management information.- Have the ability to propose and advise on policy formulation, preside over the building of laws, ordinances, projects, and programs related to the professional expertise of the civil judgment execution field for submission to the competent authorities for consideration and decision; have the capability to coordinate well with relevant agencies in organizing judgment execution.- Have the ability to educate and persuade the involved parties to execute the court’s judgments and decisions.- Proficient and master in drafting, presenting, defending, and organizing the implementation to build and deploy projects, proposals, programs, work plans, and teaching materials related to civil judgment execution work and administrative judgment execution.- Have the capability for scientific research, and summarizing broad-scope topics in the assigned field; proposing strategic issues related to civil judgment execution work and administrative judgment execution; have the ability to analyze, generalize, and aggregate various related fields of judgment execution work.- For officials participating in the exam for promotion to Senior Executor, they must have presided over or participated in the construction and submission to competent authorities for the issuance of at least 02 (two) legal normative documents or have presided over research, construction, or participated in research and construction of at least 02 (two) topics, projects, research programs at the ministerial, central authorities and local authorities level, which have been accepted as meeting the requirements; or have chaired, participated in the construction of at least 02 (two) specialized topics, projects, programs; or have chaired and effectively implemented at least 02 topics, projects, or initiatives within the scope of the General Department of Civil Judgment Execution or the civil judgment execution system.- Civil servants taking the exam for promotion to Senior Executor must have held the rank of Intermediate Executor for 05 years (60 months) or more.
