Standards of register personnel in Vietnam

Recently, the Ministry of Transport issued Circular 42/2012/TT-BGTVT stipulating responsibilities and handling of violations in the inspection work.

From Article 9 to Article 14 of Circular 42/2012/TT-BGTVT, the responsibilities of individuals in the registration work are specifically stipulated as follows:

1. Responsibilities of register personnel

- Be responsible to the direct supervisor and to the law for the assigned tasks.

- Fully comply with current regulations on the standards of register personnel and professional staff.

- Fully carry out the assigned tasks, strictly adhere to the relevant regulations, standards, and technical regulations in inspection.- Ensure honesty, objectivity, and accuracy in conducting inspections.

- Conform to the code of conduct and professional ethics when interacting with customers.

- Do not exploit the position or authority to harass, deliberately distort inspection results, or violate regulations.

- Do not conduct registration inspections if oneself or one's family has related interests in the subject directly being inspected.

- Promptly report violations in inspections to the competent authority.

- Calculate and collect fees, charges according to regulations.

2. Responsibilities of the Head of Inspection Team

- Be responsible to the head of the registration unit and to the law for the execution of the group's assigned inspections.

- Organize and control the inspection work of the inspection team to ensure conformity.

3. Responsibilities of the Head of the Registration Unit

- Be responsible to the Director of the Vietnam Register, the Director of the Department of Transport, or another superior agency and to the law for the assigned registration work.

- Organize and control the performance of the registration work at the unit to ensure conformity.

4. Responsibilities of the Head of Operational Advisory Department

- Be responsible to the Director of the Vietnam Register and to the law for the registration work according to the assigned field.

- Organize and control the inspection work according to the assigned field to ensure conformity.

5. Responsibilities of the Director of the Department of Transport or another superior agency of the registration unit

- Be responsible to the Chairman of the Provincial People's Committee, the city directly under the Central Government, the Minister of Transportation or another superior agency, and to the law for organizing and conducting inspections at subordinate registration units.

- Organize, control, and promptly address, handle violations of agencies, organizations, and register personnel in inspections according to authority.

6. Responsibilities of the Director of the Vietnam Register

- Be responsible to the Minister of Transportation and to the law for state management of the registration work.

- Be responsible to the Minister of Transportation and to the law for organizing and conducting inspections at subordinate registration units.

- Organize and control the registration work nationwide and promptly address, handle violations of agencies, organizations, and register personnel in the registration work according to authority.
