Standards of competence of masters on ships of 500GT or more in Vietnam

On November 25, 2016, the Ministry of Transport of Vietnam issued Circular No. 37/2016/TT-BGTVT specifying regulations on standards of competence and certificates of seafarer’s competency and proficiency and minimum safe manning levels for Vietnamese ships.

According to Circular No. 37/2016/TT-BGTVT of the Ministry of Transport of Vietnam, every master and chief mate on board any ship of 500GT or more shall meet all standards of competence specified in Section A-II/1, A-II/2, A-IV/2 and A-VIII/2 of the STCW Code in respect of the following functions:

- Navigation, at the management level.

- Cargo handling and stowage, at the management level.

- Controlling the operation of the ship and care for persons on board, at the management level.

- Communications, at the operational level.

Also according to Circular No. 37/2016/TT-BGTVT, every master and chief mate on any ship of between 50 GT inclusive and 500 GT on a near-coastal voyage shall meet all standards of competence specified in Section AA-II/3, A-IV/2 and A-VIII/2 of the STCW Code in respect of the following functions:

- Navigation, at the management level.

- Cargo handling and stowage, at the management level.

- Controlling the operation of the ship and care for persons on board, at the management level.

- Communications, at the operational level.
