Standards of Competence and Reputation for Directors and Deputy Directors of the Department of Culture, Sports, and Tourism

The titles of Director and Deputy Director of the Department of Culture, Sports, and Tourism; the Department of Culture and Sports; and the Department of Tourism under the Provincial People's Committee, the centrally-run cities (hereinafter collectively referred to as Director, Deputy Director of the Department) must meet the standards of competence and reputation as prescribed in Article 6 of Circular 09/2019/TT-BVHTTDL, specifically:

- Possess innovative thinking, strategic vision; scientific working methods; have synthesis analysis and forecasting capabilities.- Have the ability to identify conflicts, challenges, opportunities, advantages, new, difficult problems, and limitations in practice; boldly propose appropriate, feasible, and effective tasks and solutions to promote, boost, or resolve.- Have leadership experience, management skills, and practical capabilities; thoroughly grasp and understand basic actual situations to concretize and effectively implement the Communist Party's guidelines, and the State's policies and laws in their specialized fields according to their assigned functions, duties, authorities, and working localities.- Be dynamic, creative, daring to think, daring to do, and willing to take responsibility.- Have leadership and directive abilities; be exemplary, able to unite and promote the collective and individual strength; trusted and esteemed by cadres, party members, and the public.

Additionally, the titles of Director and Deputy Director of the Department must meet the following other standards:

- Have sufficient health to complete the tasked duties as per regulations.- Ensure compliance with appointment age regulations; the first appointment age must be sufficient to complete a full term. Special cases will be considered and decided by the competent authority.- Currently holding senior expert status or equivalent or higher.- Individuals disciplined with at least a reprimand will not be appointed for at least 01 (one) year from the disciplinary decision date. Individuals under disciplinary review will not be considered for appointment.
