On January 9, 2025, the Minister of Health issued Circular 02/2025/TT-BYT stipulating the codes and standards for the professional titles of nurses, midwives, and medical technicians.

Standards for the position of rank I nurse in Vietnam from March 1, 2025

The standards for the position of rank I nurse in Vietnam are stipulated in Article 4 of Circular 02/2025/TT-BYT as follows:

(1) Duties:

* Patient care:

- Preside over and organize the implementation of professional examination and treatment tasks for practitioners in the nursing position compatible with the professional activity scope and training level as regulated by the Minister of Health;

- Preside over the implementation of new techniques in nursing care;

- Lead, organize care, monitor patients; examine and assess the health status of patients, identify priority issues in need of care, develop plans, make indications, and perform care, evaluate care outcomes for patients;

- Organize initial emergency care, pre-hospital emergency care, and specialized emergency care within the assigned professional field;

- Lead consultations on nursing care within the assigned professional field;

- Lead the supervision, inspection, evaluation, and improvement of patient care quality within the assigned professional field;

- Lead and organize primary health care and national target programs.

* Communication, advisory, health education:

- Lead the planning, evaluation, and adjustment of advisory, communication, and health education plans based on objectives and actual nursing care needs;

- Lead, organize the compilation of information, communication, health education, and disease prevention content at health facilities and in the community;

- Lead and organize advising patients or their families on selecting appropriate nursing care services.

* Lead, organize the management, and guide the use of medical equipment serving nursing care within the assigned professional scope;

* Lead, organize the direction in nursing technical expertise, deploy disease prevention within the assigned professional scope;

* Training and scientific research:

- Lead, organize the compilation of programs, professional documents; develop regulations and nursing technical procedures; propose solutions to enhance care quality applicable nationwide;

- Lead, organize training and professional development in the nursing field suitable to the level and professional scope concerning public employees, learners;

- Lead and participate in scientific research at the National, ministry, and provincial levels;

- Lead and participate in organizing professional nursing conferences, seminars;

- Participate in research, provide evidence to develop policies in the assigned professional field.

(2) Standards for education, training:

- Hold a second-degree specialization or doctoral degree in Nursing;

- Have a certificate of professional title training for nurses or a medical examination and treatment practice certificate or a medical examination and treatment practice license.

* Standards for competency, professional skills:

- Have an understanding of the Communist Party's viewpoints, policies, and laws regarding the protection, care, and improvement of people's health;

- Have the ability to lead the organization in implementing the technical examination and treatment list for practitioners in the nursing position;

- Have the ability to lead and participate in scientific and technological missions;

- Have basic information technology skills and foreign language skills (or use minority languages for public employees working in minority areas) as required for the job position.

(4) Public employees applying for promotion from nursing professional title rank II to nursing professional title rank I must have held the nursing professional title rank II or equivalent for at least 6 years. In cases with equivalent professional title tenure, at least 1 year (full 12 months) must have been spent holding the nursing professional title rank II by the application deadline for the promotion exam.
