The Minister of Transport of Vietnam promulgates Circular 46/2022/TT-BGTVT dated December 30, 2022 stipulating codes, standards for professional titles and salary ranking of road project management officers in Vietnam.
According to Article 2 of Circular 46/2022/TT-BGTVT, the titles of road project management officers include:
- Class I road project management officer, Code: V.12.23.01
- Class II road project management, Code: V.12.23.02
- Class III road project management, Code: V.12.23.03
- Class IV road project management, Code: V.12.23.04
Specifically, in Article 3 of Circular 46/2022/TT-BGTVT stipulating the general standards of professional ethics of road project management officers as follows:
- Complying with the guidelines and guidelines of the Party, policies and laws of the State.
- Honesty, objectivity, and a high sense of responsibility for the assigned work; properly and fully performing the obligations of public employees in professional activities.
- Consciously cultivating ethics, preserving professional quality, honor, and prestige; not abusing their assigned positions and tasks for personal gain; demonstrating solidarity, creativity, self-improvement, and the willingness to absorb and learn new knowledge; having a sense of coordination, helping colleagues, and sharing experiences at work; actively participating in scientific research and technical innovation initiatives to develop careers and improve qualifications;
2.2. Specific standards for each title of road project management officer in Vietnam
(1) Class I road project management officer
Standards for the title of Class I road project management officer are specified in Clauses 2 and 3, Article 4 of Circular 46/2022/TT-BGTVT
Standards of training and retraining qualifications:
+ Having a university degree or higher with a training discipline or major suitable to the requirements of the job position;
+ Having a certificate of training according to the standards of professional titles of public employees specializing in road project management.
- Standards of professional conduct and professional competence:
+ Understanding the viewpoints, undertakings, and guidelines of the Party, the State's laws and policies, and the orientations and strategies of the sector and field; master the professional knowledge and expertise in road project management activities of the branch or field;
+ Understanding the situation and development trend of the road industry and field in the country and the world; having in-depth knowledge of road project management; having the ability to apply and deploy technology within the scope of their assigned work;
+ Ability to research and develop schemes, projects, and action programs; capacity to advise on strategic planning, plans, and policies associated with professional expertise in road project management;
+ Ability to organize the performance of assigned tasks; capable of analyzing and synthesizing practical problems, proposing solutions to improve policies and laws regarding road project management;
+ Having skills in drafting, presenting, developing, and implementing projects, schemes, and programs related to road project management activities;
+ Having basic information technology skills and using foreign languages or ethnic minority languages for officials working in ethnic minority areas as required by the job position
(2) Class II road project management officer
To achieve the title of Class II road project management officer, an individual must meet the criteria specified in Clauses 2 and 3, Article 5 of Circular 46/2022/TT-BGTVT, specifically as follows:
- Standards of training and retraining qualifications:
+ Having a university degree or higher with a training discipline or major suitable to the requirements of the job position;
+ Having a certificate of training according to the standards of professional titles of public employees specializing in road project management.
- Standards of professional conduct and professional competence:
+ Understanding the viewpoints, guidelines, and lines of the Party, policies and laws of the State; master the professional knowledge and expertise in road project management activities of the branch or field;
+ Understanding the situation and development trend of the industry and field of work in the country and the world; have in-depth knowledge of road project management; have knowledge and experience in technology development, application, and deployment within the scope of work;
+ Capable of researching and elaborating legal documents, schemes, projects, and action programs, and guiding the implementation of regimes, policies, and regulations on state management in sectors and fields;
+ Capable of researching, summarizing practices, and proposing solutions to improve the quality and efficiency of work in the assigned industry or field;
+ Having basic information technology skills and using foreign languages or ethnic minority languages for officials working in ethnic minority areas as required by the job position.
(3) Class III road project management officer
According to Clauses 2 and 3, Article 6 of Circular 46/2022/TT-BGTVT, the standards for the title of Class III road project management officer are prescribed as follows:
- Standards of training and retraining qualifications:
+ Having a university degree or higher with a training discipline or major suitable to the requirements of the job position;
+ Having a certificate of training according to the standards of professional titles of public employees specializing in road project management.
- Standards of professional conduct and professional competence:
+ Understanding the viewpoints, guidelines, and lines of the Party, policies and laws of the State; firmly grasp the development orientations and tasks of the road sector;
+ Having professional knowledge on road project management; proposing and conducting scientific research; applying scientific advances to improve the efficiency of professional and professional activities;
+ Proficient in specialized skills, grasping methods of organizing and performing assigned tasks, understanding the process of formulating plans and plans, having skills in drafting documents and presenting assigned issues;
+ Ability to analyze, synthesize, and handle situations related to professional work;
+ Having basic information technology skills and using foreign languages or ethnic minority languages for officials working in ethnic minority areas as required by the job position.
(4) Class IV road project management officer
Criteria for the title of Class IV road project management officer are specified as follows:
- Standards of training and retraining qualifications:
+ Having a college degree or higher with a training discipline or major suitable to the requirements of the job position;
+ Having a certificate of training according to the standards of professional titles of public employees specializing in road project management.
- Standards of professional and professional competence:
+ Understanding the viewpoints, guidelines and lines of the Party, policies and laws of the State, grasp the development orientations and tasks of the road sector in the field of road;
+ Having professional knowledge of road project management; directly performing assigned tasks;
+ Understanding the regulations on administrative procedures and management skills; the process of performing assigned tasks;
+ Proficiently using office equipment and other equipment to serve mission requirements.

Circular 46/2022/TT-BGTVT takes effect from March 1, 2023.
