On September 22, 2015, the Ministry of Transport issued Circular 49/2015/TT-BGTVT stipulating standards, duties, and powers of leaders, registration officers, and operational staff of inland waterway vehicle registration units.

According to Circular 49/2015/TT-BGTVT, a registrar conducting design appraisal (hereinafter referred to as Design Appraisal Registrar) is a registrar who performs appraisals on various designs used in the construction, conversion, repair, and restoration of inland waterway vessels, the import of vessels, and the manufacture of industrial products installed on inland waterway vessels.
Design Appraisal Registrars for inland waterway vessels must meet the following standards:
- Graduated from university or higher in one of the fields of shipbuilding, marine engineering, ship engineering, or marine electrical engineering.- Proficient in English at level B or equivalent.- Completed the training program on the design appraisal of inland waterway vessels for Design Appraisal Registrars.- Completed a minimum of 12 months of internship on design appraisal.
Additionally, the Circular stipulates the standards for the leadership of the registration units as follows:
- Leaders of registration units of grade I and grade II, as prescribed in the Circular on the registration of inland waterway vessels, must be registrars of inland waterway vessels.- Leaders of registration units of grade III, as prescribed in the Circular on the registration of inland waterway vessels, must thoroughly understand the standards, technical regulations, provisions, procedures, and professional guidelines related to the registration of inland waterway vessels, as well as the legal regulations of Vietnam.
