On August 1, 2024, the Minister of Transport of Vietnam issued Circular 29/2024/TT-BGTVT stipulating the conditions, standards, uniforms, and cards of inspectors for individuals assigned to perform specialized transportation inspection duties; duties and powers of the agency responsible for conducting specialized transportation inspections.
The standards for specialized inspectors in Vietnam are stipulated in Article 3 of Circular 29/2024/TT-BGTVT as follows:
- specialized inspectors are individuals within the advisory organization assisting the Head of the agency entrusted with performing specialized inspection functions under the Ministry of Transport; units under the agency entrusted with performing specialized inspection functions under the Ministry of Transport.
- specialized inspectors must meet the following conditions and standards:
+ Individuals assigned to perform specialized inspection duties must be officials from the agency entrusted with performing specialized inspection functions, except in cases where they are public employees at an agency under the Government of Vietnam as stipulated by the Government of Vietnam.
Individuals assigned to perform specialized inspection duties must have appropriate professional expertise, legal knowledge, inspection skills, and at least 1 year of professional experience in the field assigned for specialized inspection duties, excluding probationary periods.
+ specialized inspectors of the Vietnam Road Department, Vietnam Railway Department, and Vietnam Inland Waterway Department must have a university degree or higher, appropriate to job position requirements in one of the related fields of transportation, construction, architecture, mechanics, information technology, telecommunications, law, economics, or finance;
+ specialized inspectors of the Vietnam Register must have a university degree or higher, appropriate to job position requirements in one of the technical specialties related to vehicle registration equipment transportation, or in one of the related fields of law or finance.
According to Article 14 of Circular 29/2024/TT-BGTVT, cards of specialized inspectors are issued anew when officials are assigned to specialized inspection duties for the first time.
- The dossier for issuing new cards of specialized inspectors includes:
+ A written request for issuing a new or renewed specialized inspection card from the Head of the agency entrusted with performing specialized inspection functions under the Ministry of Transport, along with a list of individuals proposed for new or renewed cards of specialized inspectors, as per the form specified in Appendix V promulgated with Circular 29/2024/TT-BGTVT;
+ The decision to assign officials to specialized inspection duties (original or copy, with the agency's seal), except in cases requesting card renewal due to expiration or card damage;
+ Two personal portrait color photos, in identity card style and size of 23mm x 30mm, wearing the uniform of specialized inspectors, taken within 6 months prior to dossier submission;
+ The old specialized inspection card with cut corners in the case of renewal requests.
- Within 15 days from the date of receiving the complete dossier as stipulated, the Chief Transportation Inspector will issue cards of specialized inspectors as per the form specified in Appendix IV promulgated with Circular 29/2024/TT-BGTVT. In cases where cards of specialized inspectors are not issued, a written explanation must be provided.
- specialized inspectors will not be considered for new cards of specialized inspectors if they fall into any of the following categories: having received a notification for transfer to another job, being in temporary detention, serving disciplinary action, or having received a notification about disciplinary review by a competent agency.
