Standards for Rank II and III Fishing Vessel Inspectors from January 01, 2019

Fishing vessel surveyor is a person with expertise and professional qualifications that meet the standards and is issued a card and technical stamp for fishing vessel surveyors to carry out the inspection of fishing vessels according to the provisions of law.

Circular 23/2018/TT-BNNPTNT stipulates the standards for Class III and Class II inspectors as follows:

1. Standards for Class III inspectors:

- Graduated from college or higher in one of the technical majors related to fishing vessels, sea vessels, electricity, refrigeration, machine manufacturing, or manufacturing equipment installed on vessels;- Minimum foreign language proficiency level 1 according to the Vietnamese Foreign Language Competency Framework or equivalent;- Meet basic information technology usage skills standards;- Have a certificate of professional training for Class III fishing vessel inspectors;- Have an internship period of at least 1 year at a certification institution for those with a college degree or 6 months for those with a university degree or higher.

Duties of Class III inspectors: Inspect and assess the annual technical status of various types of fishing vessels according to the trained specialty.

2. Standards for Class II inspectors:

- Graduated from college or higher in one of the technical majors related to fishing vessels, sea vessels, electricity, refrigeration, machine manufacturing, or manufacturing equipment installed on vessels;- Minimum foreign language proficiency level 2 according to the Vietnamese Foreign Language Competency Framework or equivalent;- Meet basic information technology usage skills standards;- Have been issued a card and technical seal for Class III fishing vessel inspectors and have continuously conducted inspection work for at least 3 years for those with a university degree or at least 5 years for those with a college degree;- Have a certificate of professional training for Class II fishing vessel inspectors.

In addition to the duties of Class III fishing vessel inspectors, Class II fishing vessel inspectors perform the following tasks:

- Appraise the new construction, conversion, restoration, construction engineering, and as-built designs of fishing vessels, machinery, and equipment installed on fishing vessels according to the trained specialty;- Inspect and assess the technical status of new constructions, initial, periodic, dock, and unusual inspections of various types of fishing vessels according to the trained specialty;- Inspect and supervise the manufacture of materials, machinery, and equipment installed on fishing vessels.
