Ordinance on Diplomatic Ranks and Grades 1995 was promulgated on May 31, 1995. Notably, this Ordinance provides regulations on the standards for rank evaluation from the First Secretary to the Second Secretary for officials in the diplomatic sector in Vietnam.
According to the provisions of Article 15 of the Ordinance on Diplomatic Ranks and Grades 1995, these standards include:
Loyalty to the Socialist Republic of Vietnam.
Having good political and ethical qualities; ability to implement the policies and guidelines of the Communist Party and the State on domestic and foreign affairs.
Holding a university degree and intermediate-level political knowledge.
Trained in diplomatic skills; proficiency in a foreign language.
Having at least 5 years of experience in the diplomatic sector, possessing specialized expertise, being a senior specialist or specialist.
For diplomatic officials who meet these standards, have at least 3 years of experience in the diplomatic sector, and are specialists, they can be considered for promotion from Attaché rank to the Third Secretary rank.
The promotion, demotion, lowering, and stripping of diplomatic ranks and titles are under the authority of the President.
