Standards for Quality Assurance Evaluation on the Implementation of Functions of Educational Institutions

Circular 12/2017/TT-BGDDT Regulations on quality accreditation of higher education institutions issued on May 19, 2017. One of the fundamental contents mentioned in this document is the quality assurance evaluation standards regarding the implementation of the functions of education institutions.

1. Enrollment and Admission

- Develop plans, policies, and communications to recruit students for various educational programs of the educational institution;- Establish criteria to select quality students for each educational program;- The process of monitoring enrollment and admission work is implemented;- Measures to monitor enrollment and admission are in place;- Enrollment and admission work is improved to ensure suitability and effectiveness.

2. Design and Review of Teaching Programs

- Establish a system to design, develop, monitor, review, evaluate, approve, and issue teaching programs for all educational programs and subjects/courses with the contributions and feedback of stakeholders;- A system to develop, review, and adjust the output standards of the educational programs and subjects/courses to suit stakeholders' needs is in place;- The syllabi of subjects/courses, teaching plans for educational programs, and subjects/courses are documented, disseminated, and implemented based on output standards;- The review process for designing, evaluating, and reviewing teaching programs is carried out;- The design, evaluation, and teaching programs are improved to ensure suitability and updates to meet the ever-changing needs of stakeholders.

3. Teaching and Learning

- Establish a system for selecting teaching and learning activities that align with the educational philosophy and achieve output standards;- Deploy a system to attract, select faculty members, and assign tasks based on professional qualifications, competencies, professional achievements, and experience;- Teaching and learning activities that promote lifelong learning are organized to achieve output standards;- Teaching and learning activities are monitored and evaluated to ensure and improve quality;- The educational philosophy as well as teaching and learning activities are improved to achieve output standards, ensuring quality teaching and learning, and lifelong learning.

4. Student Assessment

- Establish a system for planning and selecting appropriate forms of student assessment during the learning process;- Student assessment activities are designed to match the achievement of output standards;- Assessment methods and student assessment results are reviewed to ensure accuracy, reliability, fairness, and orientation toward achieving output standards;- The types and methods of student assessment are improved to ensure accuracy, reliability, and orientation toward achieving output standards.

5. Student Support and Services Activities

- Implement plans for student support and services activities as well as student monitoring systems;- Student support and services activities, as well as student monitoring systems, are deployed to meet stakeholders' needs;- Student support and services activities, as well as student monitoring systems, are reviewed;- Student support and services activities, as well as student monitoring systems, are improved to meet stakeholders' needs and satisfaction.

6. Scientific Research Management

- Establish a system for directing, managing, implementing, monitoring, and reviewing research activities, the quality of research staff, resources, and related research activities;- Strategies to seek funding for research, promote research, scientific discoveries, cooperation, and top-notch research are implemented to achieve the educational institution's vision and mission;- Key performance indicators are used to evaluate the quantity and quality of research;- Research management work is improved to enhance the quality of research and scientific discoveries.

7. Intellectual Property Management

- Establish a system for managing and protecting inventions, patents, copyrights, and research results;- A system for recording, storing, and exploiting intellectual property is in place;- A system for reviewing intellectual property management work is implemented;- Intellectual property management work is improved to protect the educational institution, research staff, and community interests.

8. Scientific Research Cooperation and Partnerships

- Develop a system to establish cooperative relationships and partnerships in research to meet research objectives;- Implement policies and procedures to promote research cooperation and partnerships;- A system to review the effectiveness of research cooperation and partnerships is implemented;- Research cooperation and partnership activities are improved to achieve research objectives.

9. Community Engagement and Service

- Develop a plan for community engagement and providing community services to fulfill the educational institution's vision and mission;- Policies and guidelines for community engagement and service activities are implemented;- Deploy a system to measure and monitor community engagement and service activities;- The provision of community engagement and service activities is improved to meet stakeholders' needs and satisfaction.

This content is regulated in: Section 3, Chapter II Circular 12/2017/TT-BGDDT, effective from July 4, 2017.
