On September 23, 2024, the Minister of Information and Communications issued Circular 12/2024/TT-BTTTT stipulating the standards and conditions for the promotion of professional titles for public employees specializing in Information and Communications.

Standards for promotion of professional titles for reporters in Vietnam from November 7, 2024

(1) Consideration for promotion to Class I reporters in Vietnam, Code: V.11.02.04

- Currently holding the Class II reporters, Code: V.11.02.05.

- Have held the Class II reporters (or equivalent) for at least 6 years. In cases of holding an equivalent professional title, at least 1 year (12 full months) must be with the Class II reporters until the end date for application submission for promotion consideration (if the duration holding Class II reporters is not continuous, it can be accumulated).

- During the period of holding the Class II reporters (or equivalent), have chaired or participated in creating at least 2 works awarded at the ministry, department, provincial level, or awards presented by central Communist Party organizations, central socio-political organizations, or organized by the Vietnam reporters Association; or have chaired at least 2 specialized scientific research projects, programs at the ministry, provincial level or higher, that the managing agency or unit of the public employee was assigned to research and develop, which have been issued or approved by the competent authority.

- During the period of holding the Class II reporters (or equivalent), have received a certificate of merit or achieved the title of emulation fighter at the ministry, department, provincial level or higher for achievements in professional activities.

(2) Consideration for promotion to Class II reporters in Vietnam, Code: V.11.02.05

- Currently holding the Class III reporters, Code: V.11.02.06.

- Have held the Class III reporters (or equivalent) for at least 9 years (excluding probationary or training periods). In cases of holding an equivalent professional title, at least 1 year (12 full months) must be with the Class III reporters until the end date for application submission for promotion consideration (if the duration holding Class III reporters is not continuous, it can be accumulated).

- During the period of holding the Class III reporters (or equivalent), have chaired or participated in creating at least 1 work awarded at the ministry, department, provincial level, or awards presented by central Communist Party organizations, central socio-political organizations, or organized by the Vietnam reporters Association; or have participated in writing for at least 1 specialized research project or program at the basic level or higher that the managing agency or unit of the public employee was assigned to research and develop, which have been issued or approved by the competent authority.

- During the period of holding the Class III reporters (or equivalent), have received a certificate of merit or achieved the title of emulation fighter at the ministry, department, provincial level, or have achieved the title of emulation fighter at the basic level twice for achievements in professional activities.
