On May 15, 2018, the Ministry of Transport issued Circular 33/2018/TT-BGTVT specifying the standards for passenger train conductors.
According to Circular 33, in order to become a passenger train conductor, the following conditions must be met:
- Possess a certification or professional certificate in train operation or railway transport;- Meet the health conditions as stipulated by the Minister of Health;- For a passenger train conductor, at least 1 year of direct experience in the position of freight train conductor or deputy passenger train conductor responsible for safety is required; for a freight train conductor, at least 1 year of direct experience in the position of yard master or trial period as stipulated by labor law in the position of freight train conductor or deputy passenger train conductor responsible for safety;- Pass the professional examination for train conductors organized by the company utilizing the train conductor position.
Additionally, Circular 33 outlines the duties of a passenger train conductor as follows:
- Acts as the highest-ranking officer on the train, responsible for ensuring safety, security, order, customer service, and the operation of all working departments on the train;- Draws up a report with the participation of witnesses regarding any cases of births, deaths, injuries, or incidents related to security and order occurring on the train as stipulated by law;- Complies fully with regulations on the transportation of goods, passengers, and luggage by rail, along with other legal and company regulations regarding the train conductor position;- Handles procedures for requesting and organizing rescue operations;- Records and compiles reports on incidents related to the train journey;- In the case of multiple trains combined into a passenger train convoy, the conductor of the last train will act as the overall commander of the passenger train convoy.
Circular 33/2018/TT-BGTVT came into effect on July 01, 2018.
