Circular 33/2017/TT-BGTVT amending certain provisions of Circular 54/2013/TT-BGTVT on regulations for marine survey officers was issued on September 28, 2017. This Circular has amended the regulations on the standards of Vietnam Marine Survey Officers.
To be specific:, according to Clause 1, Article of Circular 33/2017/TT-BGTVT amending and supplementing Article 6 of Circular 54/2013/TT-BGTVT, the standards for Vietnamese Marine Surveyor Officers include:
- Regulations of Vietnamese law and international treaties to which Vietnam is a member regarding maritime safety, maritime security, environmental pollution prevention, and maritime labor conditions;- Functions, duties, powers, and organizational structure, activities of the Vietnam Maritime Administration and Maritime Port Authorities.
- Graduate in one of the following majors: maritime navigation, marine engineering, maritime electronics and radio communications, university-level ship design or higher;- Be a Captain or Chief Engineer of a ship with a total tonnage of 3000 GT or a main engine power of 3000 KW or more and have held the position for a minimum of 6 months or a marine surveyor or officials and public employees of the Vietnam Maritime Administration, Maritime Port Authorities working in maritime safety, maritime inspection with a minimum working period of 5 years;- English proficiency at level B1 according to the Common European Framework of Reference for Languages or an international certificate such as TOEIC with a score of 450 or higher, IELTS with a score of 4.5 or higher, TOEFL CBT with a score of 133 or higher, TOEFL PBT with a score of 450 or higher, TOEFL IBT with a score of 45 or higher, or holding a Bachelor's degree in English;- Proficient in office informatics;- Completion of training courses, updates, supplements on ship inspection operations organized by the Vietnam Maritime Administration or foreign organizations;- Meet the requirements in the exams organized by the Vietnam Maritime Administration;- Have at least 30 ship inspection internships in Vietnam certified by the Director of the Maritime Port Authority where the internship is carried out according to the form in Appendix III issued with Circular 54/2013/TT-BGTVT.
