The Law on the Representative Offices of the Socialist Republic of Vietnam Abroad (Amended 2017) was issued on November 21, 2017. This law amends and supplements certain provisions of the Law on the Representative Offices of Vietnam Abroad 2009. For example, the amendments and supplements pertain to the standards for members of the representative offices.
To be specific:, according to Clause 5, Article 1 of the amended Law on Representative Offices of the Socialist Republic of Vietnam Abroad 2017, which amends and supplements Article 17 of the Law on Representative Offices of Vietnam Abroad 2009, members of the representative office must meet the following standards:
- Be officials and public employees as regulated by law, except in cases of contract employees stipulated in Article 29 of the Law on Representative Offices of Vietnam Abroad 2009;- Meet the standards, political, professional, operational, and foreign language qualifications, and experience suitable for the job requirements as regulated by the Minister of Foreign Affairs based on the overall project approved by the Prime Minister of the Government of Vietnam.
The ambassador extraordinary and plenipotentiary must meet the above standards and the following standards:
- Absolutely loyal to the Homeland and the Constitution of the Socialist Republic of Vietnam; possessing good moral qualities, firm political bravery, and safeguarding national and ethnic interests;- Holding a university degree or higher; having a bachelor's or higher level of political theory; trained and fostered in knowledge, expertise, and foreign affairs operations; fluent in at least one foreign language suitable for the job requirements;- Being proficient and capable in advising, directing, and effectively implementing state foreign policies; having the ability to aggregate, analyze, and forecast; capable of organizing, leading, gathering, uniting internally, and cooperating with relevant agencies, organizations, and individuals to effectively perform assigned tasks; having management experience, working in foreign affairs; having served as deputy director or equivalent or higher;- Physically fit to complete the assigned tasks; within the age range to complete at least one work term, except in special cases, based on foreign affairs requirements, working areas, personal capacity, and reputation, as regulated by the Government of Vietnam.
