Standards for members of the Management Council of public service unit in the fields of planning, investment, and statistics in Vietnam (Internet image)

On December 1, 2023, the Minister of Planning and Investment issued Circular 12/2023/TT-BKHDT guiding the Management Council and standards and conditions for appointment and dismissal of Management Council members. in public service units in the fields of planning, investment, and statistics.

1. Criteria for members of the Management Council of public service unit in the fields of planning, investment, and statistics in Vietnam

(1) Standards and conditions for members of the Management Council.

- Have good political qualities, lifestyle ethics, and a sense of discipline.

- Have enough health to complete assigned tasks and responsibilities.

- Have a university degree or higher.

- Must be old enough to work for at least one 5-year term for civil servants and public employees.

- Not while serving the disciplinary decision or while being considered for disciplinary action according to the provisions of the law.

- Not being the spouse, father, mother, child, brother, sister of the head, deputy head of the head, or chief accountant of the public service unit.

(2) Standards and conditions for the Chairman of the Management Board.

- Meets regulations in (1).

- Have management capacity, experience, or expertise in the field of operation of the public service unit.

2. Duties and powers of members of the Management Council of public service unit in the fields of planning, investment, and statistics in Vietnam

(1) Duties and powers of the Chairman of the Management Council.

- Operate the Management Council to perform the tasks and powers specified in Article 9 of Circular 12/2023/TT-BKHDT.

- Organize the monitoring and evaluation of the implementation of strategic goals and operational results of public service units; the management results of the head of a public service unit.

- Direct the development of term-based, annual, and quarterly operating plans for the Management Board; leading the implementation of resolutions of the Management Council.

- Convene and chair meetings of the Management Board; direct the preparation of meeting programs and documents; or collect opinions from members of the Management Council.

- Sign documents of the Management Board on behalf of the Management Board.

- Perform other tasks and powers as prescribed by law or according to the organization and operation regulations of the Management Council and public service units.

(2) Duties and powers of the Vice Chairman of the Management Council (if any).

- Manage operations and sign documents as assigned and authorized by the Chairman of the Management Board.

- Carry out the duties and powers of other members of the Management Council as prescribed in (4).

(3) Duties and powers of the Secretary of the Management Council.

Carry out the duties and powers of other members of the Management Council as prescribed in (4) and directly assist the Chairman of the Management Council with the following tasks:

- Synthesize information about the unit's operations to report to the Chairman of the Management Board; Prepare agendas, documents, and meeting invitations and act as secretary of meetings of the Management Board; Build, complete, and archive documents for the Management Council.

- Prepare reports and written explanations for state agencies and relevant agencies according to the tasks and functions of the Management Council.

- Other tasks are assigned by the Chairman of the Management Council and according to the Operational Regulations of the Management Council.

(4) Duties and powers of other members of the Management Council.

- Carry out tasks assigned by the Management Council; other tasks and powers according to the provisions of law and operating regulations of the Management Council and public service units.

- Participate in developing term and annual activity plans; propose content and issues to be discussed at the Management Board meeting.

- Attend meetings of the Management Board, give opinions, and vote on issues discussed in meetings of the Management Board.
