Below is an important content stipulated in Circular 42/2011/TT-BGDDT on the Regulations on the Use of General Textbooks, the Organization for Compilation, and Approval of General Textbooks for Professional Secondary Education Level issued by the Ministry of Education and Training of Vietnam on September 23, 2011.

In Article 14 of Circular 42/2011/TT-BGDDT, the standards for members of the Appraisal Council in Vietnam are stipulated as follows:
- Possess a Master's degree or equivalent or higher in a field or specialization relevant to the professional content of the draft detailed outline and the draft textbook expected to be appraised.
- Have at least 15 years of experience in teaching, managing, or researching secondary or higher education.
- Have been at least a member of a school-level textbook appraisal council or a member of a ministerial-level scientific research project review and acceptance council.
- Possess a Master's degree or equivalent or higher in a field or specialization relevant to the professional content of the draft detailed outline and the draft textbook expected to be appraised.
- Have at least 10 years of experience in teaching, managing, or researching secondary or higher education.
- Have been at least a member of a school-level textbook appraisal council or a member of a scientific research project review and acceptance council at the institutional level or higher.
- For those who are not educators or education managers, they must have at least a university degree or equivalent or higher and at least 10 years of experience in professional activities related to the draft detailed outline and the draft textbook expected to be appraised.
For appraising the draft detailed outline and the draft textbook for foreign language subjects and in some special cases, the Unit organizing the compilation of the textbook shall submit the standards of the Chairman and members of the Appraisal Council to the Minister for consideration and decision.
Individuals in the Appraisal Council must provide the Unit organizing the compilation of the textbook with evidence of meeting the above standards for each individual.
