To become a public employee teaching at public higher education institutions in Vietnam, individuals must fully meet the conditions prescribed in Joint Circular 36/2014/TTLT-BGDDT-BNV. To be specific:

- Holding a master's degree or higher suitable for the position and teaching specialty. - Having a pedagogical training certificate for lecturers. - Having a principal lecturer training certificate (Rank II). - Having a foreign language proficiency level 3 (B1). - Lecturers teaching foreign languages must have a second foreign language proficiency level 3 (B1). - Having information technology skills meeting the basic IT usage standards. |
- Holding a university degree or higher suitable for the position and teaching specialty. - Having a pedagogical training certificate for lecturers. - Having a foreign language proficiency level 2 (A2). - Lecturers teaching foreign languages must have a second foreign language proficiency level 2 (A2). - Having information technology skills meeting the basic IT usage standards. |
Regarding professional and specialized capacity | - Having deep knowledge of the assigned subjects and a solid understanding of some related subjects in the assigned teaching specialty. - Having a firm grasp of the realities and development trends in the training and scientific research field of the specialty. - Leading at least 02 institutional-level scientific research projects (NCKH) or 01 higher-level scientific research project with satisfactory outcomes. - Guiding at least 02 students to successfully defend their master's thesis or guiding at least 01 PhD candidate to successfully defend their doctoral dissertation. + For health science disciplines, guiding 01 student to successfully defend their second specialist level thesis is equivalent to guiding 01 student to successfully defend a master's thesis. + For arts disciplines, replacing the guidance of 01 PhD candidate with 01 awarded research or creation project recognized nationally or internationally. + For lecturers not involved in guiding master's theses or doctoral dissertations, the minimum number of accepted research projects is 4 at the institutional level or 2 at a higher level. - Leading the compilation of at least 02 books for educational use in teaching and training; - Having at least 06 published scientific articles, including: scientific articles published in scientific journals; scientific reports at national and international conferences and seminars published in the proceedings; applied science and technology results (collectively referred to as scientific articles); - Employees promoted from the position of principal lecturer (Rank II) to senior lecturer (Rank I) must have held the principal lecturer (Rank II) or equivalent position for at least 06 years, with at least 02 years in the most recent period as a principal lecturer (Rank II). |
- Having solid knowledge of the assigned subjects and basic knowledge of some related subjects in the assigned teaching specialty. - Having a firm grasp of the objectives, plans, content, and programs of the assigned subjects; understanding practical requirements for the training specialty. - Leading at least 01 institutional-level scientific research project or higher that has been accepted with satisfactory outcomes. - Leading or participating in the compilation of at least 01 book for educational use in teaching and training. - Having at least 03 published scientific articles. - Employees promoted from the position of lecturer (Rank III) to principal lecturer (Rank II) must have held the lecturer (Rank III) or equivalent position for at least 09 years for those with a master's degree, 06 years for those with a doctoral degree, with at least 02 years in the most recent period as a lecturer (Rank III). |
- Having a firm grasp of basic knowledge of the assigned subject and a comprehensive understanding of some related subjects in the assigned teaching specialty; - Having a solid understanding of the objectives, plans, content, and programs of the assigned subjects in the training specialty. Identifying the realities and development trends of training and research in the field both domestically and internationally; - Compiling lesson plans and gathering relevant reference materials for the subject, leading or participating in the compilation of textbooks, exercise guides, lab manuals; - Capable of engaging in scientific research and organizing student scientific research activities; applying and deploying scientific research and technological outcomes in education, training, production, and living activities; - Having effective teaching methods suitable for the subject content; teaching with satisfactory outcomes or higher. |
