Circular 11/2019/TT-BVHTTDL stipulates that lecturers teaching the training program for public employees in the fields of culture, sports, and tourism from educational and research institutions; part-time lecturers and guest lecturers must meet the standards for lecturers training and fostering officials and public employees as prescribed in Article 34 and Article 35 Decree 101/2017/ND-CP dated September 1, 2017, by the Government of Vietnam on training and fostering officials and public employees.
Furthermore, lecturers from training and research institutions must be sufficient to participate in teaching at least 70% of the workload of the training program assigned for implementation.
Guest lecturers must have appropriate expertise, management skills, and experience relevant to the training program.
Additionally, this Circular stipulates that training and research institutions must have at least 03 years of experience in organizing public employee training or must be an institution offering education at the intermediate level or higher in fields or majors related to the training programs according to the professional title standards for public employees in the fields of culture, sports, and tourism.
