1. What are the forces participating in protecting security and order at the grassroots?

The Draft Law on Forces participating in protecting security and order at the grassroots has been submitted to the National Assembly and is about to be passed.

The draft Law stipulates that the force participating in protecting security and order at the grassroots is a force established by the government on the basis of the voluntary participation of the people to participate in protecting security and order, building a movement of all people to protect national security at the grassroots level.

The force participating in protecting security and order at the grassroots level has been consolidated from the street guard force; the semi-specialized commune police are continuing to be used; and the positions of captain and deputy captain of the civil defense team are still being used or selected according to the provisions of the Draft Law on Forces participating in protecting security and order at the grassroots.

2. Standards for joining forces participating in protecting security and order at the grassroots in Vietnam

According to Article 13 of the Draft Law on Forces participating in protecting security and order at the grassroots, the standards for participating in the force protecting security and order at the grassroots are specified as follows:

Vietnamese citizens aged 18 years or older with an application to join the force to protect security and order at the grassroots level and have the following criteria to be considered and selected to join the force involved in protecting security and order at the grassroots:

- Have a clear background and good moral qualities; they and their family must comply well with the Party's guidelines and policies and the State's laws. Not a person who is being prosecuted for criminal liability, is serving a criminal sentence in the community, is serving judicial measures, or is subject to administrative handling measures. In case you have completely served the sentence or decision of the Court, your criminal record must be erased; Having completely complied with the decision to apply administrative handling measures, the time limit must expire to be considered as not having been subject to administrative handling measures according to the provisions of law.

- Have a diploma or certificate of completion of a high school education program or higher. Ethnic minority and mountainous areas, areas with particularly difficult socio-economic conditions, border areas, and islands can select people who have completed secondary school or higher; In case there are not enough people, people who have completed elementary school can be recruited.

- Have registered permanent residence or has a temporary residence period of 1 year or more and regularly live in the place where the citizen applies to join the force to protect security and order at the facility.

- Have good health according to the certificate of a medical examination and treatment facility established and operating in accordance with the law.

Priority is given to selecting citizens who have served time in the People's Police force, the People's Army, or who are knowledgeable about customs, practices, and laws and have a good reputation in the residential community to join forces to protect security and order at the grassroots.

3. Duties of forces participating in protecting security and order at the grassroots in Vietnam

In section 2 of the Draft Law on Forces participating in protecting security and order at the grassroots, the tasks of the forces participating in protecting security and order at the grassroots are specified as follows:

- Support in understanding the security and order situation

- Support the building of a movement of all people to protect national security

- Support for fire prevention, fighting, rescue

- Support administrative management of social order

- Support in mobilizing and educating people who have committed illegal acts and are residing at the facility.

- Support to ensure traffic order and safety; patrolling to ensure security and order at the facility; performing the task of protecting security and order when mobilized
