Ordinance prescribing the State Honorary Titles to be awarded to artists, teachers, and physicians 1985 issued by the Council of Ministers on May 30, 1985. The Ordinance has stipulated the standards for the State Honorary Titles to be awarded to artists, teachers, and physicians.
Specifically:, according to the provisions of the Ordinance on the Award of State Honorary Titles to Artists, Educators, and Physicians 1985, these standards are as follows:
- Titles: "People's Artist" and "Meritorious Artist" awarded to individuals engaged in artistic performances (including directors, cinematographers, etc.) meeting the following standards:
- The title "People's Artist" is awarded to artists who are loyal to the Fatherland, committed to socialism, possess outstanding talent, and have made significant contributions to the Vietnamese revolutionary cause;- The title "Meritorious Artist" is awarded to artists who are loyal to the Fatherland, committed to socialism, have artistic talent, and possess a spirit of public service.
- Titles: "People's Teacher" and "Meritorious Teacher" awarded to primary school teachers and childcare educators meeting the following standards:
- The title "People's Teacher" is awarded to primary school teachers and childcare educators who are loyal to the Fatherland, committed to socialism, passionate about their profession, empathetic towards students, possess exemplary ethics, outstanding pedagogical talent, have made significant contributions to the educational cause, have wide influence in the sector and society, and are respected by students, colleagues, and the public;- The title "Meritorious Teacher" is awarded to primary school teachers and childcare educators who are loyal to the Fatherland, committed to socialism, passionate about their profession, empathetic towards students, possess exemplary ethics, pedagogical talent, and have made significant contributions to the educational cause, and are trusted by students, colleagues, and the public.
- Titles: "People's Physician" and "Meritorious Physician" awarded to doctors, medical practitioners, and traditional medicine practitioners meeting the following standards:
- The title "People's Physician" is awarded to physicians who are loyal to the Fatherland, committed to socialism, possess good moral qualities, are wholeheartedly compassionate towards patients, possess talent, and have made significant achievements in disease prevention, treatment, the development of medical science and technology, have contributed substantially to the cause of protecting and improving public health, have wide influence among the public, and are trusted and respected by patients and colleagues;- The title "Meritorious Physician" is awarded to physicians who are loyal to the Fatherland, committed to socialism, possess good moral qualities, are wholeheartedly compassionate towards patients, possess talent, and have made significant career achievements, and are trusted by the public, patients, and colleagues.
The titles "People's Artist" and "Meritorious Artist" are considered and announced biennially on National Day, September 2; the titles "People's Teacher" and "Meritorious Teacher" are considered and announced biennially on Vietnam Teachers' Day, November 20; the titles "People's Physician" and "Meritorious Physician" are considered and announced biennially on Vietnam Physicians' Day, February 27.
Individuals awarded State Honorary Titles are issued certificates, badges, and a sum of money or in-kind gifts.
