Standards for Evaluating Quality Assurance of Educational Institution Systems

This is one of the notable contents in Circular 12/2017/TT-BGDDT Regulation on quality assessment of higher education institutions issued on May 19, 2017. Specifically, these standards include:

1. Internal Quality Assurance System

- The structure, roles, responsibilities, and accountability of the internal quality assurance system are established to meet the strategic objectives and ensure the quality of the educational institution;- Developing a strategic plan for quality assurance (including strategies, policies, stakeholder participation, activities promoting quality assurance and capacity building training) to meet the strategic objectives and ensure the quality of the educational institution;- The strategic plan for quality assurance is communicated and translated into short-term and long-term plans for implementation;- A system for documentation storage, review, dissemination of policies, systems, procedures, and quality assurance processes is implemented;- Key performance indicators (KPIs) and main striving targets are established to measure the results of the quality assurance work of the educational institution;- The planning process, KPIs, and main striving targets are improved to meet the strategic objectives and ensure the quality of the educational institution.

2. Self-Assessment and External Assessment

- A plan for self-assessment and preparation for external assessment is established;- Self-assessment and external assessment are periodically conducted by trained staff and/or independent experts;- The findings and results of self-assessment and external assessment are reviewed;- The self-assessment process and the preparation process for external assessment are improved to meet the strategic objectives of the educational institution.

3. Internal Quality Assurance Information System

- A plan for managing internal quality assurance information, including the collection, processing, reporting, receiving, and transferring of information from stakeholders to support training, scientific research, and community service activities, is established;- Information on internal quality assurance, including data analysis results, must be relevant, accurate, and readily available to promptly provide to stakeholders to support decision-making; ensuring consistency, confidentiality, and security;- Regular reviews of the internal quality assurance information management system, including the quantity, quality, consistency, confidentiality, and security of data and information are conducted;- The management of internal quality assurance information, as well as the policies, procedures, and plans for managing internal quality assurance information, is improved to support training, scientific research, and community service.

4. Quality Enhancement

- Developing a continuous quality enhancement plan for the educational institution, including policies, systems, procedures, processes, and resources to best implement training, scientific research, and community service activities;- Establishing criteria for partner selection, benchmarking information, and comparability to enhance the quality of activities;- Implementing benchmarking and comparability to strengthen quality assurance activities and encourage innovation and creativity;- Reviewing the process of selecting and using benchmarking information and comparability;- Improving the process of selecting and using benchmarking information and comparability to continuously achieve the best results in training, scientific research, and community service.

Circular 12/2017/TT-BGDDT is effective from July 04, 2017.
