Circular 12/2017/TT-BGDDT Regulation on quality assessment of higher education institutions was issued on May 19, 2017. This Circular stipulates the quality assurance evaluation standards regarding the strategic aspect for educational institutions. To be specific:
- Educational institution leaders ensure that the vision and mission of the educational institution meet the needs and satisfaction of stakeholders;- Educational institution leaders promote cultural values that align with the vision and mission of the educational institution;- The vision, mission, and culture of the educational institution are clearly disseminated, deeply understood, and explained for implementation;- The vision, mission, and culture of the educational institution are reviewed to meet the needs and satisfaction of stakeholders;- The vision, mission, and culture of the educational institution, as well as the process of building and developing them, are improved to meet the needs and satisfaction of stakeholders.
- The governance system (including the board of directors or the school board; party organizations, mass organizations; other advisory boards) is established according to legal regulations to set strategic directions appropriate to the specific context of the educational institution; ensuring accountability, sustainability, transparency, and minimizing potential risks in the governance process of the educational institution;- Decisions of governance bodies are conveyed into actionable plans, policies, and guidelines for implementation;- The governance system of the educational institution is regularly reviewed;- The governance system of the educational institution is improved to enhance the operational efficiency and better manage risks of the educational institution.
- Educational institution leaders establish a management structure that clearly defines roles, responsibilities, decision-making processes, information policies, and reporting to achieve the vision, mission, culture, and strategic objectives of the educational institution;- Educational institution leaders engage in communicating and connecting with stakeholders to orient the vision, mission, culture, and strategic objectives of the educational institution;- The leadership and management structure of the educational institution is regularly reviewed;- The leadership and management structure of the educational institution is improved to enhance management efficiency and achieve desired operational effectiveness.
- Implement strategic planning to achieve the vision, mission, culture, and strategic objectives in training, scientific research, and community service;- The strategic plan is thoroughly understood and translated into short-term and long-term plans for implementation;- Key performance indicators and main striving targets are set to measure the fulfillment of the strategic objectives of the educational institution;- The strategic planning process as well as key performance indicators and main striving targets are improved to achieve the strategic objectives of the educational institution.
- There is a system to develop policies on training, scientific research, and community service;- The process of monitoring compliance with policies is specified in writing, disseminated, and implemented;- Policies on training, scientific research, and community service are regularly reviewed;- Policies on training, scientific research, and community service are improved to enhance the operational efficiency of the educational institution, meeting the needs and satisfaction of stakeholders.
- Human resources are planned to fully meet the needs of training, scientific research, and community service activities;- Recruitment and selection criteria (including ethical and academic freedom criteria used in promotion, appointment, and personnel arrangement) are defined and disseminated;- Competence standards (including leadership skills) for different groups of staff, lecturers, and employees are identified and developed;- Training, fostering, and development needs for the staff, lecturers, and employees are identified, and activities are deployed to meet those needs;- The task performance management system (including reward, recognition policies, and development plans) is implemented to promote and support training, scientific research, and community service activities;- Human resource policies, processes, and planning are regularly reviewed;- Human resource policies, processes, and planning are improved to support training, scientific research, and community service.
- The system for planning, implementing, auditing, and enhancing the financial resources of the educational institution to support the vision, mission, and strategic objectives in training, scientific research, and community service is established and operated;- The system for planning, maintaining, evaluating, and upgrading facilities, including teaching and learning tools, laboratories, equipment, and tools, to meet the needs of training, scientific research, and community service is established and operated;- The system for planning, maintaining, auditing, and upgrading IT equipment and infrastructure, such as computers, network systems, backup systems, security, and access rights to meet the needs of training, scientific research, and community service is established and operated;- The system for planning, maintaining, evaluating, and enhancing learning resources such as library resources, teaching support equipment, online databases, etc., to meet the needs of training, scientific research, and community service is established and operated;- The system for planning, implementing, evaluating, and improving the environment, health, safety, and accessibility for those with special needs is established and operated.
- There are plans to develop partners, networks, and external relations to achieve the vision, mission, and strategic objectives of the educational institution;- Policies, processes, and agreements to promote partners, networks, and external relations are implemented;- Partners, networks, and external relations are reviewed;- Partners, networks, and external relations are improved to achieve the vision, mission, and strategic objectives of the educational institution.
