Recently, the Minister of National Defense signed to promulgate Circular 116/2015/TT-BQP stipulating logistics material standards for cipher students.

Circular 116/2015/TT-BQP stipulates the usage norms of electricity for cryptographic students, including usage norms (UN) for living, training, and other tasks, specifically:

- The UN of electricity for living purposes for cryptographic students is assured at 10 KWh/person/month;- The UN of electricity for training for cryptographic students is implemented according to the regulations in Table 3 of List No. 05 issued together with Decree 32/2013/ND-CP;- The UN of electricity for other tasks is the usage norm of electricity (KWh) regulated for one month intended to ensure tasks for cryptographic students that are not included in tasks specified in Points a and b Clause 1 Article 11 of Circular 116.

Additionally, Circular 116 also stipulates that the UN of clean water for living purposes ensures a standard of 130 to 150 liters of clean water per person per day.
