On November 30, 2018, the Ministry of Labor - Invalids and Social Affairs promulgated Circular 21/2018/TT-BLDTBXH specifying the standards for teachers delivering high-quality programs.

Standards for teachers conducting high-quality programs are specifically stipulated by Circular 21 as follows:

- Teachers conducting high-quality programs must fully meet the standards of professional and pedagogical expertise for each training industry and profession according to current regulations.- Teachers delivering foundational knowledge and specialized content must have a university degree or higher for intermediate training, a master's degree or higher for college training, and must match the specialization of the industry or profession they are teaching. Teachers guiding and teaching practical and internship content must have at least 3 years of practical working experience in the field of the industry or profession they are training.- Teachers delivering content in a foreign language within high-quality programs must have a minimum foreign language proficiency level of 4/6 according to the Vietnamese foreign language competency framework or an equivalent level.
