On January 9, 2025, the Minister of Health of Vietnam promulgated Circular 02/2025/TT-BYT specifying the codes, standards for professional titles of nurses, midwives, and medical technicians.

The standards on training qualifications and professional competency for nurses in Vietnam from March 1, 2025, are specifically regulated by Circular 02/2025/TT-BYT as follows:

(1) For Level 1 Nurse - Code: V.08.05.31

- Regarding training qualifications:

+ Possess a second-degree specialization or a doctoral degree in Nursing;

+ Hold a certificate of training according to the standards for the nursing profession title or a professional license for examination and treatment or hold a health examination and treatment practice license.

- Regarding professional competency:

+ Have knowledge of the views and directions of the Communist Party, policies, and laws regarding the protection, care, and improvement of the public’s health;

+ Capable of leading the implementation of the professional technical portfolio in health examination and treatment of personnel holding the nursing title;

+ Capable of leading or participating in scientific and technological tasks;

+ Basic IT skills and proficiency in a foreign language (or a minority language for public employees working in minority areas) as required by the job position.

(2) For Level 2 Nurse - Code: V.08.05.11

- Regarding training qualifications:

+ Possess a first-degree specialization or a master's degree in Nursing;

+ Hold a certificate of training according to the standards for the nursing profession title or a professional license for examination and treatment or a health examination and treatment practice license.

- Regarding professional competency:

+ Have knowledge of the views and directions of the Communist Party, policies, and laws regarding the protection, care, and health improvement for the population;

+ Understand health and diseases of individuals, families, and communities, provide care diagnoses, classify care levels, prescribe, and deliver nursing interventions ensuring safety for patients and the community;

+ Competently perform professional techniques for examination and treatment of personnel holding the nursing title relevant to the training specialization;

+ Ability to consult, educate health, and communicate effectively with patients and the community;

+ Skills in organizing training, coaching, conducting scientific research, collaborating with colleagues, and developing the nursing profession;

+ Capable of leading or participating in scientific and technological tasks;

+ Basic IT skills and proficiency in a foreign language (or a minority language for public employees working in minority areas) as required by the job position.

(Clause 2, 3 Article 5 Circular 02/2025/TT-BYT)

(3) For Level 3 Nurse - Code: V.08.05.12

- Regarding training qualifications:

+ Hold a university degree in nursing or higher;

+ Hold a certificate of training according to the standards for the nursing profession title or a professional license for examination and treatment or a health examination and treatment practice license.

- Regarding professional competency:

+ Have knowledge of the views and directions of the Communist Party, policies, and laws regarding health protection, care, and enhancement for the population;

+ Understand health, disease of individuals, families, and communities, use the nursing process as a basis for care planning and deliver nursing interventions ensuring safety for patients and the community;

+ Perform professional techniques for examination and treatment by personnel holding the nursing title;

+ Skills in consulting, educating about health, and communicating effectively with patients and the community;

+ Skills in training, coaching, conducting scientific research, teamwork with colleagues, and career development;

+ Basic IT skills and proficiency in a foreign language (or a minority language for public employees working in minority areas) as required by the job position.

(Clause 2, 3 Article 6 Circular 02/2025/TT-BYT)

(4) For Level 4 Nurse - Code: V.08.05.13

- Regarding training qualifications:

+ Hold a college degree in Nursing or higher;

+ Hold a certificate of training according to the standards for the nursing profession title or a professional license for examination and treatment or a health examination and treatment practice license.

- Regarding professional competency:

+ Have knowledge of the views and directions of the Communist Party, policies, and laws regarding health protection, care, and enhancement for the population;

+ Understand health and diseases of individuals, families, and communities, use the nursing process as a basis for care planning and execution of nursing interventions ensuring safety for patients and the community;

+ Meet basic competency standards of Vietnamese nurses and training levels as prescribed by the Minister of Health;

+ Skills in communication, health education consultancy, and effective interaction with patients and the community.
