On September 23, 2024, the Minister of Information and Communications of Vietnam issued Circular 12/2024/TT-BTTTT stipulating the criteria and conditions for promoting the professional title of public employees specialized in Information and Communications in Vietnam.

Standards for consideration of promotion in professional titles for editors in Vietnam from November 7, 2024

(1) Promotion to the professional title of Editor Class I, Code: V.11.01.01

- Holding the professional title of Editor Class II, Code: V.11.01.02.

- Having held the professional title of Editor Class II (or equivalent) for at least 06 years. If there is equivalent time to the professional title of Editor Class II, there must be at least 01 year (12 full months) maintaining the professional title of Editor Class II up to the deadline for submitting the promotion application (if the time holding the professional title of Editor Class II is not continuous, it can be accumulated);

- During the time holding the professional title of Editor Class II (or equivalent), having chaired or participated in editing at least 02 (two) works that won awards at the ministry, department, or provincial level, or awards organized by a central Communist Party agency, central socio-political organizations, or the Vietnam Journalists Association; or chaired at least 02 (two) projects or specialized scientific research programs at the ministry or provincial level or higher, chaired by the managing and employing agency of public employees, which has been issued or approved by the competent authority;

- During the time holding the professional title of Editor Class II (or equivalent), being awarded a certificate of merit or achieving the title of exemplary warrior at the ministry, department, or provincial level for achievements in professional activities.

(2) Promotion to the professional title of Editor Class II, Code: V.11.01.02

- Holding the professional title of Editor Class III, Code: V.11.01.03.

- Having held the professional title of Editor Class III (or equivalent) for at least 09 years (excluding probationary and trial periods). If there is equivalent time to the professional title of Editor Class III, there must be at least 01 year (12 full months) maintaining the professional title of Editor Class III up to the deadline for submitting the promotion application (if the time holding the professional title of Editor Class III is not continuous, it can be accumulated);

- During the time holding the professional title of Editor Class III (or equivalent), having chaired or participated in editing at least 01 (one) work that won awards at the ministry, department, or provincial level, or awards organized by a central Communist Party agency, central socio-political organizations, or the Vietnam Journalists Association; or participated in writing a specialized topic in at least 01 (one) project or specialized scientific research program from the grassroots level or higher, chaired by the managing and employing agency of public employees, which has been issued or approved by the competent authority;

- During the time holding the professional title of Editor Class III (or equivalent), being awarded a certificate of merit or achieving the title of exemplary warrior at the ministry, department, provincial level, or achieving the title of exemplary warrior at the grassroots level twice for achievements in professional activities.

More details can be found in Circular 12/2024/TT-BTTTT, which comes into force in Vietnam from November 7, 2024.
