Standards for Collaborators in the Inspection in field of Science and Technology in Vietnam

Circular 24/2015/TT-BKHCN of the Ministry of Science and Technology stipulates regulations on inspectors, specialized inspectors, and collaborators in the field of science and technology in Vietnam, issued on November 16, 2015.

Article 9 of Circular 24/2015/TT-BKHCN stipulates that in addition to the general standards regulated in Article 22 of Decree No. 97/2011/ND-CP, collaborators in inspection in field of science and technology must meet the following requirements:

- Have a good understanding of the law, suitable professional qualifications, and experience as required by the recruiting agency;

- Have the ability to analyze, aggregate, and write reports;

- For inspection activities related to specialized fields, in addition to the standards prescribed in Clauses 1 and 2 of Article 9 of Circular 24/2015/TT-BKHCN, inspectors participating in the inspection team must have been actively working in the specialized field being recruited (domestically or internationally) for at least 2 years.

In addition, Article 10 of Circular 24/2015/TT-BKHCN also stipulates that the Chief Inspector of the Ministry, the Chief Inspector of the Department, and the Chief Inspector of the Province have the authority to recruit inspectors.

Moreover, based on the system of inspectors established under Clause 1 of Article 21 of Circular 24/2015/TT-BKHCN and the survey results, the Chief Inspector of the Ministry, the Chief Inspector of the Department, and the Chief Inspector of the Province shall issue a written request for the direct management agency to assign the recruited inspectors. The recruitment text must specify the basis for recruitment, the recruitment target, requirements for expertise, experience, recruitment duration, policies, and other related content.

The Chief Inspector of the Ministry, the Chief Inspector of the Department, and the Chief Inspector of the Province have the right to exclude anyone recruited from the inspection team if they do not meet the requirements for the target, expertise, experience, or other reasons to ensure objectivity in the inspection process.

Refer to the detailed regulations in Circular 24/2015/TT-BKHCN, which comes into effect in Vietnam from January 15, 2016.
