On September 18, 2024, the Minister of Education and Training of Vietnam issued Circular 11/2024/TT-BGDDT, prescribing the code, standards for professional titles, and salary classification for student counseling officers in public general education institutions and special schools.

Standards for Class III student counseling officers in Vietnam from November 04, 2024

According to the provisions of Article 4 Circular 11/2024/TT-BGDDT, the standards for Class III student counseling officers in Vietnam - Code V.07.07.24 are as follows:

- Responsibilities of a Class III student counseling officers in Vietnam

+ Advise on building and organizing the implementation of the school's student consulting work; report periodically and regularly as required;

+ Manage and monitor the system of records and documents related to student consulting work;

+ Perform consulting activities, support students facing difficulties in cognition, emotion, behavior, and social relationships affecting the formation and development of their capacities and qualities;

+ Lead the cooperation with teachers, school staff, and external organizations or individuals to organize evaluation, review, prevention and carry out consulting and support activities for students (including individual, group, or collective counseling) through direct, indirect, or online methods;

+ Coordinate with teachers in educational activities related to consulting and supporting students;

+ Complete training programs; self-study, self-improvement to enhance professional capacity;

+ Perform other tasks assigned by the principal.

- Standards of training and cultivation level

+ Hold a university degree or higher in one of the following fields: Psychology; Social Work; Sociology; Teacher Training appropriate to the educational level;

+ Complete the training program according to the standards of the professional title of a public employee consulting students as prescribed.

- Standards of professional competence and expertise

+ Understand the guidelines and policies of the Communist Party, laws of the State, and regulations of the sector regarding student consulting work;

+ Capable of advising on building and organizing the implementation of student consulting activities in the school according to the plan;

+ Recognize psychological, physiological characteristics, and health of students; identify the diversity and sensitivity of the consulting targets; recognize forms of abuse, school violence, and proficiently perform skills in analyzing, assessing the level of harm and risk;

+ Capable of building and implementing consulting content and programs to prevent and protect students from forms of abuse and school violence, contributing to the comprehensive development of their capacities and qualities;

+ Knowledgeable about legal, psychological, social knowledge, and other related knowledge to apply in the consulting work; possessing pedagogical communication skills and applying information technology in the work;

+ Capable of cooperating with relevant organizations and individuals to perform consulting and support tasks for students.
