The following article discusses the standards for Class II student counseling officer in Vietnam from November 04, 20244, as stipulated in Circular 11/2024/TT-BGDDT.

On September 18, 2024, the Minister of Education and Training of Vietnam issued Circular 11/2024/TT-BGDDT stipulating the code, professional title standards, and salary grading for student counseling officers in general education institutions and specialized public schools.
According to regulations in Article 5 of Circular 11/2024/TT-BGDDT, the standards for Class II student counseling officers in Vietnam - Code V.07.07.23 are as follows:
- Regarding the duties of Class II student counseling officers in Vietnam
In addition to the duties of Class III student counseling officers, Class II student counseling officers must also perform the following duties:
+ Support colleagues in terms of professional expertise in student counseling activities;
+ Participate in organizing training or evaluating, validating documents and materials that serve the training of student counseling officers organized by the district, department, or provincial level or higher.
- Standards on training and education level
+ Possess a university degree or higher in one of the following majors: Psychology; Social Work; Sociology; Teacher Training appropriate to the educational level;
+ Complete the training program according to the standards of the professional titles of student counseling officers as regulated.
- Standards on professional competence and skills
+ Be able to apply the Party’s resolutions, State policies, and laws, as well as industry regulations into student counseling work;
+ Proactively advise on planning and organizing student counseling activities in the school;
+ Understand the psychological and physiological characteristics, health of students; recognize the diversity and sensitivity of the subjects needing counseling and support; identify signs of abuse, school violence, and carry out appropriate prevention and response measures;
+ Ability to develop and implement counseling programs to prevent and protect students from abuse and school violence, contributing to the comprehensive development of students in terms of competence and quality;
+ Well-versed in legal, psychological, social knowledge, and other related knowledge for student counseling work; possess pedagogical skills and the ability to apply information technology in professional activities;
+ Actively cooperate with related organizations and individuals to perform the duties of counseling and supporting students.
- Performance results and time holding the rank
+ Recognized as an advanced laborer or awarded a certificate of merit by the district, department, or provincial level, or higher achievement;
+ Public employees being considered for promotion to the professional title of Class II student counseling officers (code V.07.07.23) must have at least 9 (nine) years holding the professional title of Class III student counseling officers (code V.07.07.24) or equivalent (excluding probation period) up to the deadline for submission of the promotion application. In cases of equivalent time to the professional title of Class III student counseling officers, the minimum duration holding Class III public employee rank must be 1 year (full 12 months) up to the deadline for submission of the promotion application.
